Emergency Medical Services (EMS) Support Specialist

The Emergency Medical Services (EMS) Support Specialist serves as a critical member of the Airports Authority's Fire & Rescue Department's EMS Division, providing comprehensive operational, administrative, and regulatory support across all facets of EMS service delivery. The position plays a central role in pharmacy operations, controlled substance management, quality assurance of patient care documentation, EMS billing readiness, and logistical support at the station and divisional levels.
The role also supports EMS quality assurance and billing readiness through patient care documentation review, assists with training coordination and certification compliance, supports EMS technologies and inventory systems, and performs additional duties in support of EMS operational readiness.

GENERAL RESPONSIBILITIES

Manages the day-to-day administrative and operational functions of the EMS Pharmacy, including the procurement, receipt, inventory control, secure storage, distribution, reconciliation, and disposal of medications and EMS supplies, including Schedule II-VI controlled substances.

Ensures full compliance with all applicable federal, state, and local regulations governing controlled substances and EMS medications, including Drug Enforcement Administration's (DEA), Virginia Board of Pharmacy, and Virginia Office of EMS requirements.

Maintains DEA CSOS registration and exercises authorized purchasing authority for Schedule II controlled substances in accordance with regulatory standards.

Performs comprehensive inventory management activities, including tracking, auditing, discrepancy resolution, expiration monitoring, and documentation from receipt through administration or destruction.

Oversees restocking and operational readiness of medications and EMS supplies across all fire stations, EMS units, medication vending systems, and controlled substance vaults.

Coordinates and documents the proper disposal and destruction of expired, damaged, or compromised medications in accordance with regulatory requirements.

Maintains all required regulatory records, logs, reports, and documentation in formats that support immediate retrieval during inspections, audits, or compliance reviews.

Prepares and submits required reports, including audits, inventory summaries, discrepancy logs, expiration reports, and other regulatory documentation.

Reviews EMS patient care reports for completeness, accuracy, and compliance with Virginia Office of EMS and Airports Authority documentation standards.

Verifies the accuracy and completeness of required data elements to support EMS billing prior to submission to the contracted billing provider.

Identifies documentation trends, deficiencies, or training needs and communicates findings to EMS leadership to support continuous quality improvement.

Supports EMS operational readiness by assisting with training coordination, skills refreshers, competency validation, and implementation of EMS technologies and inventory systems.

Tracks and ensures ongoing compliance of FRD EMS personnel with NREMT certifications and applicable Virginia Office of EMS credentialing requirements.

Provides operational and administrative support to EMS leadership, including reporting, logistics coordination, scheduling assistance, data entry, and internal/external coordination.

Participates in public education, community outreach, and airport-wide emergency preparedness initiatives in support of EMS and departmental objectives.

Performs additional duties as assigned.

REQUIRED QUALIFICATIONS

Five years of progressively responsible experience providing operational, administrative, and logistical support within an emergency medical services (EMS) or fire/EMS agency or similarly regulated public safety or healthcare environment.

Working knowledge of EMS operations, medication handling processes, and controlled substance requirements applicable to EMS pharmacy operations.

Strong administrative and organizational skills, with the ability to maintain accurate inventories, logs, audits, and regulatory documentation.

Ability to manage confidential and sensitive information with professionalism, discretion, and integrity.

Demonstrated ability to collaborate effectively with EMS personnel, logistics staff, vendors, and regulatory or oversight entities.

Proficiency in the use of computers and electronic systems, including inventory management tools, RMS platforms, and electronic medication dispensing or tracking systems.

Ability to work independently, prioritize multiple tasks, meet regulatory deadlines, and adapt to changing operational requirements.

Strong verbal and written communication skills.

PREFERRED QUALIFICATIONS

Previous experience with EMS pharmacy management or controlled substance oversight.

Experience with Image Trend EMS reporting systems or similar RMS platforms.

Knowledge of DEA, Virginia Board of Pharmacy, and EMS-related regulatory requirements.

Experience in EMS training, quality assurance, or administrative support roles.

Current BLS Instructor certification by the American Safety and Health Institute (ASHI) or the American Heart Association (AHA).

EMS Education Coordinator (EC) Certification by the Virginia Office of Emergency Medical Services (VAOEMS).

Certification as a Virginia Paramedic from the National Registry of Emergency Medical Technicians.

EDUCATION

High school diploma or a Certificate of General Education (GED).

CERTIFICATES AND LICENCES

Valid driver's license in good standing.

Current certification as a Virginia Paramedic.

DEA Controlled Substance Ordering System (CSOS) Registration to procure Schedule II medications within 6 months of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS

This role may necessitate occasional work outside of normal business hours, such as for emergency situations.

Ability to lift, move, and transport medication inventory, supply containers, and equipment that weigh up to 50 pounds.
