The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking a Payroll Analyst (Administrator I). The Payroll Analyst works within the Office of Finance and is a critical member of the payroll unit. The payroll unit is primarily responsible for processing personnel transactions for approximately 8,000 MDOT employees. Payroll must be administered timely, accurately, and in accordance with all Federal and State laws, regulations, policies, and procedures as well as MDOT policies and procedures and various collective bargaining agreements.

Responsibilities include, but are not limited to:

  • Reconciling data between the Human Resources Information System (HRIS) and the payroll system
  • Maintaining all aspects of salary rates for each employee
  • Performing complex calculations for retroactive salary actions
  • Resolving payroll discrepancies
  • Answering questions and resolving issues for payroll-related matters
  • Applying Federal, State, and MDOT policies and procedures to payroll activities
  • Preparing payroll and financial reports
  • Responding to audit requests and implementing corrective actions
  • Maintaining personnel records

This position is considered Emergency Essential. Employees are restricted from taking leave during the critical processing days, and in the event the State is closed or on Liberal Leave on those critical processing days, employees must still report to work/telework. Overtime may be required during the payroll cycle based on work volume and/or processing days.

The current vacancy exists at MDOT TSO, Office of Finance, which is located in Hanover, MD (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and required on-site work hours.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four (4) years of experience in administrative staff or professional work.

Selective Qualification: *Two (2) years of the required experience must have involved experience in processing gross payroll transactions.

*This statement contains a selective qualification which is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).No substitutions are allowed for a Selective Qualification.

  • Ability to manage stress in a fast-paced work environment
  • Excellent organizational skills and the ability to meet critical deadlines on a biweekly basis

Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the state of Maryland.
