SPA has an immediate need for a Non-appropriated Fund (NAF) SME. #FC


Responsibilities

  • Lead portfolio-level program management for NAF business operations initiatives, ensuring alignment with strategic objectives and leadership priorities

  • Oversee development and execution of integrated project plans, POA&M tracking, risk registers, and dependency management across the portfolio

  • Drive business model development, process optimization, and enterprise-level change management initiatives

  • Establish and govern PMO standards, tools, templates, and reporting cadences

  • Develop executive-level communications, dashboards, and monthly leadership briefings

  • Serve as primary senior stakeholder advisor; lead complex stakeholder engagement and decision support

  • Provide mentorship and quality oversight for mid-level and junior PMO staff


Qualifications

  • Ability to obtain and maintain a federal SECRET security clearance
  • Bachelor's degree in accounting or related field and at least 16 years of experience in federal auditing
  • Master's degree in accounting or related field and at least 12 years of experience in federal auditing
  • At least 20 years of experience with no degree
  • Extensive experience supporting DoD stakeholders and DoD/Army Financial Management
  • Strong understanding of the Army Control Catalog and the Army Corrective Action Plan process
  • Expert grasp of MS Word, PowerPoint, Visio, and Excel
  • Mastery of skills in time management and teamwork, including organization, prioritization, communication, and problem-solving
