The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #MC

The Senior Analyst will serve as a strategic advisor and subject matter expert, leveraging platform, industrial, and programmatic experience to ensure the efficient and safe transfer of nuclear-powered, conventionally-armed submarines from the USN to the Royal Australian Navy (RAN) under the AUKUS agreement. The Senior Analyst will apply their considerable technical acumen, significant naval experience, and strong leadership and mentoring skills to assist our Australian partners in achieving the required state of readiness to operate and maintain VIRGINIA class submarines (VCS).

The Senior Analyst will navigate complex stakeholder relationships across domestic and international government and private industry partners. They will assist the client in developing a cradle-to-grave solution by:

• Creating and maintaining plans and procedures for the international transfer of VCS,
• Communicating with Australian Submarine Agency (ASA) personnel to meet Australian regulatory requirements,
• Collaborating with international policy professionals to share USN data required to operate and maintain VCS,
• Interacting with USN and RAN fleet operational representatives to ensure satisfactory military crewing,
• Coordinating with supply chain professionals to ensure enduring logistical support for VCS in Australia, and
• Building teams to develop unprecedented solutions for an unprecedented program.

The ideal candidate will be located within commuting distance of the Washington Navy Yard and support a hybrid work environment. Full remote operation (with occasional paid travel to the WNY, DC) may be considered for specific candidates with desired credentials and experience and/or those candidates located in submarine industrial concentration areas (Norfolk, VA, Groton, CT, Portsmouth, NH, Bangor, WA, or Pearl Harbor, HI).

International travel will be required (<10%).

Required Qualifications:

• Bachelor's degree in engineering, operations, or other relevant field.
• 12+ years of professional experience working in USN operational, industrial, or acquisitions environments.
• Proven ability to navigate, coordinate, and communicate between government and private industry stakeholders.
• Proficient in the use of Microsoft products, to include Sharepoint, Teams, Office, Excel, Powerpoint, etc.
• Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment.

Desired Qualifications:

• Master's degree in a technical field.
• Qualified in Submarines (Enlisted, Officer, Supply, or Engineering Duty Officer).
• Qualified USN Engineering Duty Officer (1440) with an emphasis on submarine repair (Industrial Maintenance Mentor Group) or submarine acquisitions (Undersea EDO Mentor Group).
• Experience working on Navy, submarine, or undersea-related programs - especially nuclear submarine repair efforts.
• Experience with working in or adjacent to the Navy Nuclear Propulsion Program.
• Direct experience supporting NAVSEA and Team Submarine.
• Experience with International submarine acquisitions programs and partnerships; E.g., Foreign Military Sales (FMS).
• Proficient in use of scheduling software (e.g. Microsoft Project/Primavera/or similar).
