Sr Business Consultant (FT position)

Harkcon is pursuing a contract supporting a variety of business lines for the US Coast Guard's Personnel Service Center (PSC). This exciting and important work will include a broad range of activities including change management, strategic communications, strategic planning, business transformation, initiative management, governance support, software maintenance, and analytical services.

Your role will be to:
Lead change management and performance measurement workstreams and supports multi-system and data driven solutions across PSC business operations. Ensure financial and controls compliance, produce high impact communications and executive products, and provide executive coaching aligned to PSC priorities.

Primary Responsibilities:

  1. Lead change management strategy and communications planning, including stakeholder segmentation and full spectrum communications programs that drive adoption of new policies, systems, and procedures.
  1. Design and implement performance metrics, dashboards, and monitoring tools aligned to PSC and enterprise goals, supporting data driven decision making and continuous improvement.
  1. Support business transformation activities including business case analyses, alternatives analyses, and performance measurement frameworks, including cost estimating model application where required.
  1. Support Integrated Baseline Reviews planning and execution and preparation of associated documentation and stakeholder briefings when required by Government direction.
  1. Coordinate with technical resources supporting modernization and sustainment of Microsoft Access based tools, including requirements shaping for SQL and VBA updates, dashboards, and user reporting needs.
  1. Ensure deliverables maintain traceability between strategic objectives and PSC initiatives, and meet PSC style, branding, and clearance requirements.

Minimum Qualifications:
Education and Certifications

  1. Bachelor's degree in Engineering, Business, or related field.
  1. PMP or DHS mid-level PM certification and Six Sigma Master Black Belt or equivalent.

Experience

  1. Seven years of relevant experience, or five years with a Master's degree or higher.
  1. Relevant experience includes direct support to USCG or other Government agencies supporting missions related to national security, homeland security, or law enforcement.

Required Skills and Tools

  1. Demonstrated change management delivery experience with measurable adoption outcomes and production of executive ready communications artifacts.
  1. Strong performance measurement, metrics design, and dashboard development experience.
  1. Comfort operating in data informed environments and collaborating with technical teams working in Microsoft Access, SQL, VBA, and reporting workflows.
  1. Proficiency in Microsoft Office, Microsoft Project, Microsoft Access, Python, Office 365, and SharePoint.

Work Environment and Travel:

  1. Government site work in Washington, DC, with travel beyond 50 miles as required, subject to COR approval for reimbursable travel events.
