DESCRIPTION OF WORK

This position will be responsible for planning, directing, and coordinating the purchasing and product life cycle management activities of the Wine, Spirits, Special Order, and Chairman's Selection units within the Bureau of Product Selection in the PLCB. This position is responsible for delivering increased revenue to the Commonwealth through vendor negotiations and effective pricing strategies, as well as being responsible for providing market analysis, product analysis, and resource allocation analysis directed at efficiently meeting the merchandise requirements of the Board. Additionally, this position is responsible for overseeing market analysis, product analysis, category expansion, product lifecycle management, promotional strategy, and innovation pipelines directed at efficiently meeting the requirements of the Pennsylvania Liquor Control Board (PLCB). This role involves negotiating pricing, promotional support, and advertising programs with more than 125 suppliers that represent the wine and spirit products found in the FW&GS stores. Also, this role includes establishing product purchase criteria based on evaluating current and future business needs and consumer data information, as well as evaluating customer, product, merchant, and industry trends to ensure the PLCB remains current and on the leading edge of the industry. - Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. You will be required to report in-office 2 days per week in the Northwest Office Building in Harrisburg, PA. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Six years of experience in a retail chain store environment, including two years in a management position that included experience in product purchasing, sales, merchandising, marketing, and business management; and a bachelor's degree with major course work in marketing, business administration, or closely related field; or
- An equivalent combination of experience and training that includes two years in a retail management position that included experience in product purchasing, sales, merchandising, marketing, and business management.
Additional Requirements:
- You must have five years of experience in direct oversight of product purchasing and managing the product lifecycle.
- You must have five years of experience negotiating pricing with multiple suppliers and establishing new products within the marketplace.
- You must be able to perform essential job functions.

- Strong financial and analytical skills
- Proficiency with Microsoft applications including Word, Excel, and Outlook

Legal Requirements:
- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
