Corps/Department: Salvation Army Clitheroe Center

Reports To: Residential Clinical Manager

FLSA Status: Full Time/40 hours per week; Exempt

Rate of Pay: $70,000 to $75,0000, DOE

Education and Work Experience:



  • Bachelor's Degree in field related to social services or three years' experience in the field of substance abuse/mental health or related field, and three years' supervisory experience required.
  • Experience in direct service delivery to include program management, addictions, and mental health treatment.
  • Three years of direct experience in the treatment of chemical dependency, substance use disorders, and dual diagnosis/co-occurring disorders.


  • Expert in the knowledge of Substance Related and Addictive Disorders and its treatment.
  • CDC I certification preferred but not required.


Scope of Position/Essential Functions: Under the general supervision of the Residential Clinical Manager, the Operations Manager oversees the day-to-day aspects of the Clitheroe Residential schedule, including client monitoring and supervision. The Operations Manager maintains and enhances treatment capabilities by training, coaching, and monitoring the Lead Behavioral Health Associates, Behavioral Health Associates (BHA), the Residence Manager, and the Janitor. The Operations Manager is responsible for scheduling of BHAs to provide coverage on all shifts, ensures the integrity of the overall program schedule of client activities, ensures safety and cleanliness of the facility in coordination with the Maintenance team, oversees quality meal preparation, coordinates with the Residential Clinical Manager to promote the treatment of clients, ensures support for the counseling staff by BHAs, and participates in Treatment Team and Management Team meetings.

Knowledge, Skills, and Abilities Required:



  • Proficiency in using general office equipment, Microsoft Office Suite, AKAIMS databases, Intergy EHR, and report-generating
  • Knowledge of group and individual counseling, didactic presentations, case management, treatment planning, client assessment and evaluations, and discharge planning.


  • Skilled in crisis intervention, recordkeeping, quality assurance, and personnel management.
  • Knowledge of cross-cultural issues, CARF certification, and DBH requirements.


  • Alaska driver's license with acceptable criminal history and driving records.
  • Must be organized and able/willing to maintain strict confidentiality.
  • Ability to work with a minimum of supervision.


  • Detail-oriented with a high level of accuracy required.
  • Ability to work in a fast-paced environment, maintain poise under pressure, and successfully communicate with a wide range of personalities.


  • Knowledge of Substance Related and Addictive Disorders and the treatment thereof.


  • Ability to conduct training for staff.
  • Knowledge of cross-cultural issues and skill in working with a diverse population.


Essential Functions:



  • Oversees the work of the BHAs to ensure quality services for clients from intake to discharge.
  • Conducts orientation with new employees; supervises the performance of BHAs, Residence Manager, and Janitor by consistently providing positive feedback to the staff when deserved to encourage competence; provides coaching, counseling, and initiates progressive disciplinary actions with staff as needed; Plans and implements training for operations staff on a scheduled basis and participates in training of clinical staff as needed.
  • Conducts training on Clitheroe Policies and Procedures with BHAs, Residence Manager, and Janitor.
  • Attends treatment team meetings and staff meetings regularly; analyzes and updates curricula for support staff on an annual basis; uses evidence-based practices and client feedback to improve services and treatment outcomes.
  • Collaborate with team members to ensure excellent client care and to ensure the facility meets requirements for licensing, and implement changes as necessary.
  • Responsible for the minute-by-minute (24/7) implementation of the daily residential program schedule, including all activities.
  • Coordinates all supportive services such as monitoring medication self-administration, urine collection/analysis, and special events for clients, such as the annual Christmas party and other holiday activities, and oversees the driving/transportation schedule.
  • Responsible for the continual 24/7 client management, monitoring, and supervision, and client activities, including regular location verification checks of each client per established policies and procedures. Client management includes non-physical de-escalation and non-violent physical crisis intervention per policies and procedures.
  • Serves as operational liaison between residential and outpatient units; coordinates relevant services and enhances intra-agency communication and cooperation.
  • Rotate On-Call responsibilities with the residential managers.
  • Chairs operations staff team meetings; attends quality assurance meetings; conducts client interventions; reviews and upgrades supportive services in coordination with the Residential Clinical Manager to enhance quality of client treatment; and conducts regular reviews of BHAs' documentation work to ensure quality and compliance of records.
  • Develops or assists in developing policies and procedures for program operations, in coordination with the Quality Assurance Manager.
  • Participates in Electronic Health Records documentation and oversees BHAs in their use of Intergy/EHR.
  • Performing other reasonably related duties as assigned.


Software-related Skills: Microsoft Word, Outlook, and Excel required; Intergy EHR, working knowledge of database applications, and ability to use new software programs with basic training.

Work Environment: The work environment is located in a residential treatment setting.

Language Skills: Must be able to understand, follow, and give both written and oral instructions. The employee must be able to use speech and hearing for ordinary and telephone conversations.

Mathematical Skills: Must be able to perform simple calculations (addition, subtraction, multiplication, and division) and apply concepts such as ratios and percentages in practical situations.

Performance Skills: Must be creative, self-motivated, organized, and flexible.

Sacred Boundaries and Protect the Mission: Must complete the online course for this area and pass the Background Check required by The Salvation Army for employment.

Physical Requirements: Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis. Ability to grasp, push, pull, and reach overhead. Ability to operate a telephone. Ability to lift up to 25 pounds. Ability to access and produce information from a computer. Ability to understand written information.
