Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $88,000-$101,000/yr. Salary offers are based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable and consistent pay practices at the University. The full salary range for this position is $88,000 - $166,800/yr.

Department Marketing Statement: The Environmental Studies Program at UCSB was established in 1970, becoming one of the first interdisciplinary environmental programs in the United States. The program was born out of the growing environmental consciousness of the 1960s, particularly following the 1969 Santa Barbara oil spill, which, at the time, was one of the worst environmental disasters in U.S. history. This incident galvanized students and faculty to push for a program that would address environmental challenges and prepare students to become leaders in the field. Brief Summary of Job Duties: Under the general direction of the Department Chair, the Business Officer is responsible for the full range of management functions necessary to conduct the teaching and research missions of the Program. Advises and assists Chair in all aspects of Program operations, and provides continuity during personnel changes in the Chair's position. Management responsibilities include overseeing academic administration, technical support services, contract and grant administration, financial management, staff and academic personnel programs and assessments, student affairs, curriculum budget and planning, facilities maintenance and renovation, safety programs, and long-term strategic planning. Responsible for ensuring that all department functions are carried out in accordance with University policies and procedures. Develops and implements operating policies and procedures as they relate to Program goals and objectives, and interprets policies for faculty and staff. Coordinates course and faculty actions with many departments across campus. Serves as Chair's liaison to other campus academic and administrative units. Assures compliance with all campus, University, State, and Federal regulations as appropriate. Serves on campus and System-wide committees involving all phases of University administration. Required Qualifications:
Bachelor's degree in related area and/or equivalent experience/training 4-6 years experience in related area/or equivalent experience Solid knowledge of common University-specific computer application programs familiarity with UC systems, such as UCPath, Kronos, UC Recruit, AP Folio, JobBuilder STAR, GradNet, BARC, Data Warehouse, etc. Thorough knowledge of and ability to apply /interpret department, College, and University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, personnel management and academic HR. Thorough knowledge of financial analysis and reporting techniques, human resources policies and procedures for staff and academic employees. Demonstrated skills in employee supervision and HR administration.
Preferred Qualifications:
1-3 years Experience in Financial Management and Forecasting 1-3 years Experience and familiarity with UC Systems Advanced interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills. Solid knowledge of Microsoft Word, Excel and PowerPoint; Google Suite; Acrobat. Skills to work collaboratively with others across UCSB and UC. Ability to use discretion and maintain confidentiality. Strong skills in short-term planning, analysis, problem-solving, and customer service. Demonstrated solid organizational skills to effectively multi-task and manage multiple priorities. 25% Financial Management - The Business Officer oversees and prepares the budget for approval by the Chair, and has the direct responsibility for the control of all funds for which the Program is responsible. Authorizes all expenditure of funds and has signature authority on all accounts. Prepares, proposes and controls the budget for all support services and information systems; proposes to the Chair budget adjustments as necessary to assure that funds are properly allocated and used; develops and advises the Chair on near-term and long-term financial plans in response to Program goals. Assures compliance with all regulations governing funds. The Business Officer is responsible for supervising and directing the activities related to the accounting and financial transaction systems including computer communications and record keeping, financial documentation, information transfer and controls. The Business Officer oversees the ES Financial team, comprised of the Financial Analyst and the Financial Administrator. The Business Officer oversees all academic, staff, and student employment and payroll functions. Interacts with other departments on coordination of joint projects. Assures that all records are audit-ready. Directly supervises the preparation of Income and Recharge proposals. With Business and Financial Services, executes contracts with local, state, and federal agencies for projects to be carried out by faculty and students, and authorizes billing for contracts. Performs financial trend analyses, forecasting and financial projections on all accounts including general operating budgets, gift and donor accounts, endowment accounts, instructional computing accounts, and a variety of one-time allocation accounts (e.g., faculty start up, special research and equipment allocations, and retention agreements). The Business Officer prepares departmental budget proposals as required (e.g., TA, Temporary Sub 0 and FTE, Summer Sessions, support and instructional computing, etc.). Establishes requirements and goals for developing and enhancing financial systems. In coordination with the ES Financial team, the Business Officer leads end of fiscal year activities including; cost recovery, funding requests for following academic year, carry-forward, and end of fiscal year fund balance and close memorandums. The Business Officer also oversees financial accounting and compliance for two robust programs that are housed within the Environmental Studies Program: the Greti U. Croft Center for Undergraduate Leadership and the Yardi Scholars for Environmental Justice. Each program is led by a faculty advisor and Academic Coordinator II, and is supported by a shared Administrative Assistant; however, financial approvals and guidance for a wide range of transactions route through the ES Program's Business Officer and are supported by the ES Financial team. Responsible for staff recruitments, merit reviews, payroll, and instructor appointments for both programs. In addition, the Business Officer oversees financial operations for the GEJP (Global Environmental Justice Project), ELI (Environmental Leadership Incubator), CETlab (Clean Energy Transformation Lab), Agroecology Fellowships in Environmental Studies, and other faculty-driven initiatives as new faculty join the ES Program. Supports financial operations for three Endowed Chairs and their initiatives. 25% Personnel Management - Academic Personnel: Responsible for supervising all academic personnel activities (including Senate faculty merits and promotions, retentions, retirements, recruitment and appointment; Continuing and Unit 18 Lecturer merits and promotions, retentions, retirements, recruitment and appointment; Academic Coordinator merits and promotions, retentions, retirements, recruitment and appointment; sabbatical and other leave requests, additional compensation, allocation of TA FTE, coordination of Summer Session teaching appointments, and employment of all academic student titles). The Business Officer works closely with the Program Chair and AP Coordinator in preparation of Academic Personnel cases, recruitment cases, retention of ladder faculty, and other academic personnel actions. Works with the Program Chair on preparing memorandum, start-up requests, exceptions to policy, and coordinates these actions with the Dean's Office. Provides the Program Chair with advice and interpretation of Red Binder and Academic Personnel Policies. Works with cognate departments when appropriate regarding policy and actions of joint-appointments. Ensures compliance with appropriate campus Collective Bargaining Agreements (Unit 18), academic personnel, graduate division, and HR policies. Monitors faculty workloads to assure departmental teaching loads are met, and faculty evaluation process for quality control. Staff Personnel: The Business Officer directly supervises 5 career staff and 1-2 Student Assistants, and indirectly supervises 1 Academic Advisor (who is overseen by the Student Services Manager) and 1 Administrative Assistant (who is overseen by the Academic Coordinator II). Oversees recruitment, hiring, assignment of job duties, performance evaluations, merit recommendations and disciplinary actions for all staff, within the guidelines and practices of University Personnel Policies, Fair Labor Standard Act, Collective Bargaining agreements, and other State & Federal Labor rules and regulations as appropriate. Responsible for training and orientation of new and continuing employees with respect to departmental and University policies and procedures. Ensures that all health and safety regulations are adhered to. Responds to grievances and mediates in labor relations issues. Evaluates staffing needs within the Program, reallocating workload as necessary. On an annual basis, the Business Officer reviews and updates job descriptions as the University deploys new business processes and systems. Provides support and training for newly implemented systems. 20% Student Affairs Management - The Business Officer oversees the ES Academic Services unit, comprised of the Student Services Manager and the Academic Advisor. The ES Academic Services unit advises 1,100+ majors, monitors progress toward degrees, and oversees activities of the Internship Program. Ensures that all campus policies regarding advising, scheduling, curriculum changes, and graduation are followed and that deadlines are met. Ensures coordination with numerous departments regarding cross-listed courses. Oversees the preparation of the Schedule of Classes, assuring that curriculum is balanced and offers courses necessary for students in any of the three degrees to graduate. Manages annual curriculum plan (in partnership with the Program Chair and Student Services Manager) including coordinating with faculty/lecturers, ensuring appropriate staffing, budgeting, and meeting student enrollment needs. Sends out annual Academic year and Summer curriculum call. Prepares and submits annual curriculum memo and budget, and works with MLPS control point to make adjustments as needed. Financial adjustments to the curriculum are reported back to the divisional control point. Reviews the curriculum plan on a quarterly basis to ensure that proper funding is in place for all temporary sub-0 funded lecturers, TAs, and other academic titles. Advises the Program Chair on funding requests and assists in preparing request memorandums to the divisional Dean. Oversees the ES Program's PhD training program including the ES/Bren PhD track and the Interdepartmental PhD Emphasis in Environment and Society (IPEES), which includes financial administration, staff support, programmatic activities, and advising services. Along with the Program Chair and Program Coordinator, serves as a liaison with the Bren School for admissions, funding, TAships, degree progress, space needs, etc. Tracks and budgets donor and block grant funding for student aid support and funding packages for each Admissions cycle. Provides support and direction to the Academic Services Unit and the Graduate Program/IPEES Director with issues related to student conduct, judicial affair issues, and other issues that directly impact undergraduate and graduate academic success. 15% Operations, Administrative & Academic Planning - Responsible for long-range planning and development as it relates to the management of human and financial resources. Periodically analyzes each functional area to assure effective and efficient operations. Provides analysis to Chair of existing space utilization and advises on short- and long-range space requirements to meet current and projected teaching, administrative and research needs. Assesses probable effects on Program when changes in policies occur, and develops plans to integrate those changes into practice. Coordinates with Office of Budget & Planning on an annual space audit. Prepares special statistical and financial reports for Chair as needed. Participates in faculty meetings, retreats and workshops, advises on points of University policy and provides historical perspective. Coordinates alumni and donor relations and tracking, provides data for development, oversees functions for Program, student, alumni and community interaction, oversees production of in-house marketing, web, and news releases. Stays current on all software and database systems related to accounting, travel, academic personnel, student affairs, etc. Directs change management for ES staff as old systems get replaced. Oversees program's historical and current record organization. 5% Health and Safety Manager - Primary EH&S contact in overseeing departmental health and safety programs and issues for teaching and research labs, faculty, student, and administrative offices. Develops training programs for academic, staff and students and coordinates with EH&S training programs for safety practices, emergency evacuations and fire prevention, toxic waste disposal, injury and illness prevention, facility compliance, ADA compliance, and hazard communication. Ensures that personnel are properly trained and that required records are maintained according to policy and law. Interacts with UCSB Police, UCSB Threat Risk Assessment Team, and UCSB Ombuds Office as necessary. 5% Physical Plant and Support Systems - In consultation with the Chair, is responsible for long- and short-range facilities planning and development to meet teaching and research needs, including the coordination of maintenance and renovation of existing facilities. Serves as primary liaison with Facilities Services, Furniture Services, etc. The Business Officer supervises the technical support and development functions. This includes administrative, research and instructional computer-related support, information technology, and equipment. Considers equipment needs, prepares recommendations and justifications for purchase of office, classroom, and computing equipment. Oversees inventory of equipment. Evaluates, selects and purchases computer equipment, software and networks for department in consultation with faculty and specialized departments on campus. Oversees ES's lab facilities in Building 539 and supports faculty with their equipment and space needs. 5% Campus and Systemwide Services - Performs special assignments for Program Chair and other campus administrators. The Business Officer serves as a non-voting member in the following Environmental Studies Program committees: Planning Committee, Curriculum Committee, and other committees as appropriate. Serves on campus or Systemwide committees, representing either the campus or the Program, as required.
