Stanley Consultants is seeking a Client Service Manager (CSM) to lead business development and client growth within our Water, Wastewater, and Water Resources markets in the Chicagoland and broader Illinois, Wisconsin and Michigan regions. This role is focused on originating work, expanding client relationships, and developing integrated client solutions that leverage Stanley's full portfolio of services across water, wastewater, stormwater, digital, program management, and cross-market capabilities.
The successful candidate will play a key leadership role in maintaining and expanding Stanley's market presence in the Midwest, identifying emerging client needs, shaping pursuits, and winning work. This position is client-facing and growth-oriented, with delivery teams supporting execution.

Key Responsibilities:
  • Business Development & Client Growth
  • Serve as a primary relationship manager for municipal water, wastewater, and stormwater clients across the Chicagoland and Illinois market.
  • Proactively identify, qualify, and pursue new water, wastewater, and water resources opportunities, including planning, design, programmatic, and advisory services.
  • Develop client-specific growth strategies, including capture planning, opportunity tracking, and pursuit prioritization.
  • Lead or support proposal strategies, positioning, messaging, and interviews in collaboration with technical and delivery teams.
  • Expand Stanley's footprint within existing clients by identifying cross-selling opportunities across multiple service lines and markets.
  • Client Solution Development
  • Partner with technical leaders to develop integrated, client-focused solutions that address regulatory, funding, resilience, capacity, and system-performance challenges.
  • Translate client needs into well-defined scopes, delivery approaches, and value propositions.
  • Support alternative delivery, programmatic, phased, and long-term capital improvement planning approaches where appropriate.
  • Market & Industry Leadership
  • Actively represent Stanley in professional organizations such as AWWA, WEF, APWA, ASCE, IAWA, and water resources related industry groups.
  • Maintain strong awareness of local and regional capital improvement programs, funding mechanisms (SRF, grants, federal/state programs), and regulatory drivers.
  • Strengthen Stanley's brand and visibility through networking, thought leadership, and strategic engagement.
  • Internal Collaboration
  • Collaborate closely with market leaders, technical experts, and project managers to ensure seamless handoff from pursuit to delivery.
  • Provide input into market strategy, staffing needs, and growth priorities for the Illinois water market.
  • Champion client satisfaction and long-term relationship health.
Areas of Market Experience (one or more preferred):
  • Asset management and system planning
  • Wastewater collection, conveyance, and peak wet weather flow infrastructure
  • Wastewater treatment, biosolids, reuse, and residuals management
  • Water supply, treatment, transmission, storage, and distribution
  • Stormwater and water resources planning and infrastructure
  • Integrated water resources and resilience solutions
Required Qualifications:
  • Bachelors of Science degree
  • 10+ years of relevant experience in a consulting engineering or public works environment
  • Proven track record of successful project and client development
  • Posses knowledge of water supply, treatment, transmission and distribution, and storage facilities; and/or wastewater collection, treatment, and disposal and/or water resources including stormwater infrastructure, conveyance and flood control, bank stabilization and stream restoration, site drainage, and stormwater treatment BMPs
  • Possess a working knowledge of funding sources for water, wastewater, and water resources projects
Preferred Qualifications:
  • Membership and current active participation in multiple professional societies is a plus.

The starting salary for the successful candidate in this position is competitive and will be determined by the selected candidate's qualifications and experience, geographic location, internal equity, company policy and practices. In compliance with pay transparency laws, pay ranges are disclosed for positions and locations where required.
Stanley's Approach to Flexibility
While some members choose to work out of their local office on a full-time basis, we offer a hybrid schedule for eligible positions consisting of two days a week in the office, two days a week remotely, and Friday being a flexible day that can be worked either in the office or at home. Eligible roles can also offer a compressed workweek schedule. Members who participate will be assigned a 9/80 work schedule, meaning every other Friday off!
