THE POSITION

PEMA is on the lookout for a dynamic and seasoned professional who possesses a deep enthusiasm for Next Generation 911 technologies, including 911 Call Handling Equipment, NG911 core services, Emergency Services IP Networks, and other cutting-edge innovations. This role involves overseeing and facilitating the implementation and management of a comprehensive, multi-vendor statewide NG911 Call Handling Equipment Solutions. DESCRIPTION OF WORK

The primary responsibility of the Telecommunications Administrator is to oversee the effective deployment of a statewide multi-vendor Next Generation 911 (NG911) Call Handling Equipment (CHE) solution. This role entails a thorough evaluation and approval of vendor proposals related to implementation, migration, training, and maintenance plans, ensuring seamless integration among the intricate NG911 CHE services, NG911 Core Technologies, and the Emergency Services Internet Protocol Network (ESInet). Additionally, the administrator must verify that the delivery of NG911 CHE services adheres to contractual obligations, thereby maintaining the integrity and functionality of the system.

In this capacity, the Telecommunications Administrator serves as the subject matter expert on NG911 CHE, providing essential support to county Public Safety Answering Points (PSAPs) during the transition to the NG911 Call Handling Equipment solution. This position also involves advocating for the needs of county PSAPs to address and resolve any technological challenges that may arise throughout the implementation process. Furthermore, the administrator is tasked with developing policies, procedures, legislation, and regulations that ensure future NG911 technology initiatives are compatible with the statewide NG911 CHE solutions, while also managing and overseeing the NG911 Services Contract to guarantee compliance and operational efficiency.

Work Schedule and Additional Information:

  • FREE on-site parking
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights.
  • Telework: You may have the opportunity to work from home (telework) part-time, upon successful completion of a training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Four years of technical experience in the operation and maintenance of a Local Area Network (LAN) that included one year of responsibility for installing, updating, and maintaining a network operating system and one year of experience supporting the hardware and software that provides connectivity with other networks and/or platforms; or
  • Five years of voice or data telecommunications experience that included: two years of system design or configuration, one year of supervisory responsibility; and two years of general telecommunications experience that involved: technical management of systems for commercial or governmental applications or technical work in the acquisition, installation, repair, or maintenance of commercial or governmental systems; or
  • One year as a Telecommunications Specialist 2 or a Telecommunications Supervisor; or
  • Two years of technical experience in the operation and maintenance of a Local Area Network (LAN) that included one year of responsibility for installing, updating, and maintaining a network operating system and one year of experience supporting the hardware and software that provides connectivity with other networks and/or platforms; and an Associate's Degree in Microcomputer Technology, or other closely related field.
  • Post high school training in telecommunications technology; data communications; or electronics with emphasis in telecommunications technology or closely related field may be substituted for the general telecommunications experience on a year-for-year basis to a maximum of two years.

Other Requirements:

  • This particular position also requires one or more years of full-time professional experience in one or more of the following areas: implementing, managing, maintaining, supporting, and operating 9-1-1 equipment, 9-1-1 Systems and 9-1-1 network infrastructure.
