Position Overview

Following the passage of Act 60 of 2023, the State of South Carolina is undergoing a major transformation, transitioning systems, services, and responsibilities from the Department of Health and Environmental Control (DHEC) to the Department of Environmental Services (SCDES).

As part of this initiative, the SCDES Office of Technology is leading a large-scale migration of 100+ applications supporting over 1,200 users from legacy environments into a modernized infrastructure, including the state data center and commercial cloud platforms.

The Systems Software Programmer - Advanced will play a critical role in supporting application migration and modernization efforts by designing, developing, and maintaining solutions using Microsoft Power Platform tools.


Key Responsibilities
Build & Support Solutions


  • Develop applications, workflows, dashboards, and chatbots using Microsoft Power Platform (Power Apps, Power Automate, Power BI, Dataverse, Copilot Studio)



  • Design and deliver Power BI reports and dashboards to support data-driven decision-making



  • Utilize Dataverse for data modeling and management



  • Integrate solutions with Microsoft 365, Azure, SQL Server, APIs, and other enterprise systems




Automation & AI


  • Build and maintain automated workflows using Power Automate



  • Develop intelligent agents using Copilot Studio to enhance operational efficiency




Security & Compliance


  • Ensure all solutions adhere to GCC and agency security standards



  • Collaborate with administrators on Data Loss Prevention (DLP) policies, access controls, and environment configuration



  • Maintain compliance with federal standards including FedRAMP and NIST




Collaboration & Leadership


  • Partner with Office of Technology teams, business stakeholders, and vendors to design and implement solutions



  • Provide technical guidance, best practices, and mentorship to team members



  • Create clear, comprehensive documentation for systems, processes, and deployments



  • Support application migrations, modernization efforts, and ongoing system enhancements




Required Qualifications


  • 3+ years of experience supporting government IT projects



  • 3+ years of hands-on experience with Microsoft Power Platform, including:




    • Power Apps (canvas and model-driven apps)



    • Power Automate



    • Power BI



    • Dataverse



    • Copilot Studio





  • 3+ years of experience designing responsive, user-friendly interfaces



  • 3+ years of experience integrating Power Platform solutions with SQL Server




Preferred Qualifications


  • Microsoft Certified: Power Platform Developer Associate (PL-400)



  • Microsoft Certified: Power Platform Functional Consultant Associate (PL-200)



  • Experience embedding Power BI dashboards within Power Apps



  • Understanding of Data Loss Prevention (DLP) policies




Additional Skills


  • Strong analytical and problem-solving abilities



  • Experience managing security roles, permissions, and secure data handling



  • Excellent written and verbal communication skills



  • Ability to produce clear and detailed technical and operational documentation



  • Experience working in collaborative, cross-functional environments
