The Project Portfolio Analyst is accountable for supporting the PMO Director in enabling projects and functions that are key to Neighborhood's strategic goals and objectives. This position functions as the lead on project governance functions, providing PMO functions, internal communication on project portfolio matters and supporting operational aspects for the PMO such as audits, reporting, budgeting and finance, human resources management and strategic planning. This role helps to establish the project management methodologies & practices for Neighborhood. This role is also responsible for ownership and improvement of the project prioritization and selection methodology. Duties and Responsibilities Responsibilities include, but are not limited to the following:
- Design, implement and enforce framework, standards and guidelines for project portfolio management and transformation management
- Continuously improve the IT governance and planning capability by integrating optimal ways of planning and organizing, acquiring and implementing, delivering new solutions
- Gather status and progress of IT project portfolios and draft reports for the PMO Director, governing boards and stakeholders for timely information/intervention/decision, including weekly status, monthly status, implementation dates, dependencies, and financials
- Serve as secretary to project governance processes and groups, including Neighborhood's Enterprise Initiatives Governance Committee. Plan and develop the agenda, ensure quality presentation materials, coordinate the meeting, and track completion of actions
- Facilitate the annual project prioritization and selection cycle. Provide guidance to business owners with new project proposals and shepherd them through the process
- Maintain the change control methodology and provide guidance to project managers with requesting and seeking approval of change requests
- Build mechanisms and maintain accurate tracking of project portfolio data, appropriate audit trail, and consistency in management reporting
- Other duties as assigned

Qualifications Required:
- Bachelor's degree and/or comparable years of relevant work experience and background in lieu of a degree
- Four (4) or more years of working within a project environment utilizing established project methodology
- Two (2) or more years of working in a PMO building and maintaining project methodology, creating project portfolio tracking, and building management reports for project portfolio oversight
- Advanced skills in Microsoft Office Word, Excel, PowerPoint, Outlook, MS Project, and Visio
- Excellent planning, organization and coordination skills, ability to multi-task and handle multiple priorities
- Professional experience displaying strong organizational, team and strong communication skills (both written and verbal)
- Experience in creating Ad-hoc presentations or project reports
- Strong calendar management with experience in coordinating, setting and facilitating meetings
- Ability to communicate and interact effectively with project teams and sponsors independently
- Ability to work cooperatively with a large group of team members from cross functional business areas
- Confident team builder and leader with strong motivational skills
- Excellent interpersonal skills, including the ability to work across the organization and to interact, influence and negotiate effectively at all levels of management
Preferred:
- Business analysis or project coordinator experience
- Managed care or health care experience
- Experienced in demonstrating leadership, influence and collaboration in a matrix-managed environment
- Experienced in SharePoint collaboration software
- Experience in either facilitating or participating in Business Process Flow/ Process re-engineering with cross functional teams
- Completion of Project Management Certification Course
