Position Description
-
The Director Special Review and Advisory Services plans, directs, and coordinates the Special Review & Advisory Services strategy for the City of Minneapolis. This includes assisting all operating departments, boards, and commissions with analysis, appraisals, audits, and advice to facilitate the protection of the City's resources, improve legal compliance, and strengthen processes, programs, and controls.
Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

- Develop strong working relationships with elected and appointed officials and serve as liaison to the Audit Committee, City Council, and Administration.
- Collaborate with the City Auditor and Director of Internal Audit to develop an annual enterprise-wide risk assessment and consolidate a division audit and business plan into an annual, risk-based audit plan for the office.
- Establish guidelines, policies, and procedures for conducting special reviews and advisory services across the enterprise.
- Determine areas of risk and appraise their significance regarding cost, schedule, and operational factors.
- Oversee and conduct the most complex and sensitive reviews performed by the Office of City Auditor-enterprise-wide. Reviews include suspected irregularities, legal non-compliance, fraud, misappropriation.
- Oversee audit operations related to the Office of Community Safety (OCS) and its reporting departments (MPD, Fire, 911, Emergency Management, and Neighborhood Safety). Perform after action reviews of events leading to significant public impact, always following a guiding principle to strengthen public trust in a compassionate way.
- Identify opportunities to improve operating performance by preparing impactful written reports that communicate issues in plain language and with diplomacy. Develop & present associated recommendations.
- Present oral and visual summaries of audit reports to boards, committees, and the City Council.
- Coordinate and supervise outside partners retained for technical audits.
- Develop and implement program evaluation processes to provide the City Council with in-depth analysis and recommendations.
- Communicate and coordinate with program managers and department heads for continuous monitoring and resolving disputes before involving executive leadership.

Required Qualifications

Minimum Education: Bachelor's degree in accounting, Business, Public Administration, or equivalent.
Minimum Experience: At least eight years of progressively responsible experience in conducting and coordinating audit activities in complex organizations. At least four years of supervisory or managerial experience directing professional auditors, preferably governmental auditors.
Licenses/Certifications: Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), or Certified Information Systems Auditor (CISA).
Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
