Job Description

We are seeking a Project Manager to join our Best-in-Class team within the Project Management Office (PMO). You will oversee and deliver a portfolio of infrastructure and capital projects of moderate to complex scope, ensuring safe, compliant, and successful project execution while managing all phases from planning through completion. The ideal candidate brings experience in construction project management, organizational and communication skills, and a passion for client satisfaction and safety.

The Project Management Office (PMO) provides LLNL with engineering, design, estimating, construction, demolition, and project management services. PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

You Will:

  • Lead small, potentially complex construction and infrastructure projects, or work as a task lead on larger projects with limited supervision.
  • Support day to day management of safety, quality, schedule, cost, contracts, subcontractors, suppliers, and field activities with limited guidance by senior PMs.
  • Develop and maintain project scope, schedule, risk, and budget in alignment with approved processes, leading the preparation of estimates, change control actions, and monthly status reports, and supporting monitoring of earned value and cost performance.
  • Prepare and deliver project updates and presentations to customers and stakeholders with limited supervisor or senior PM oversight. Lead client interface activities and stakeholder meetings, escalating complex or sensitive issues when appropriate.
  • Use independent judgment for the preparation and maintenance of the Project Execution Plan and other project documents. Ensure project files and records are updated and suitable for audit review.
  • Identify internal and external stakeholders, understand their requirements, and ensure they are appropriately engaged in project planning and execution.
  • Support client interface activities and stakeholder meetings. Occasionally escalate complex or sensitive stakeholder issues to supervisor or senior PM.
  • Participate in safety walkdowns, constructability and design reviews, and status meetings. Monitor contractor and project team adherence to LLNL safety, quality, and regulatory requirements.
  • Follow LLNL and PMO standard project management methodology across the project life cycle. Identify practical gaps or issues in project processes and tools based on day-to-day use and provide feedback to applicable group lead and/or functional area.
  • Research, analyze, and resolve moderately complex issues in project scope and functional requirements. Recommend solutions using established project management practices.
  • Perform other duties as assigned.

Additional job responsibilities at the TSS.3 level

  • Lead large, complex construction and infrastructure projects. Manage day-to-day safety, quality, schedule, cost, contracts, subcontractors, suppliers, and field activities with minimal guidance by supervisor.
  • Lead and manage project teams to deliver projects on schedule, within cost and quality objectives, meeting client functional criteria and critical mission needs.
  • Represent the organization as the technical resource on tasks and projects.
  • Exercise advanced problem-solving abilities to recommend and implement innovative solutions to project challenges.
  • Provide intermittent coaching to other PMs and support staff to share project expertise and institutional knowledge.

Qualifications
  • Ability to obtain and maintain a U.S. DOE Q-level security clearance (requires U.S. citizenship).
  • Bachelor's degree in engineering, construction management, project management, applied sciences, or related field, or equivalent combination of education and relevant experience.
  • Comprehensive knowledge of project management principles, practices, methodologies, and tools, including scheduling, cost estimating, and baseline control, and experience preparing and managing project budgets, schedules, and technical reviews.
  • Strong analytical, problem-solving, and organizational skills, with demonstrated experience applying independent judgment to developing solutions.
  • Demonstrated ability to effectively collaborate in multi-disciplinary teams and handle multiple priorities in a fast-paced environment with strong attention to detail.
  • Proficient verbal and written communication skills necessary to present/explain project information/plans and provide advice to management and sponsors.
  • Proficiency with project management and business software (e.g., MS Office, scheduling, cost-control, and risk management tools).

Additional Qualifications at the TSS.3 Level

  • Significant experience conducting technical reviews and managing complex budgets for capital projects.
  • Advanced knowledge of project management methodologies and tools, with the ability to apply novel approaches and innovative solutions.
  • Demonstrated ability to represent the organization as a technical resource, serve on internal committees, and provide advanced advice to management and sponsors.
  • Advanced verbal and written communication skills necessary to collaborate, facilitate, and influence across organizational boundaries.

Desired Qualifications

  • Professional certifications such as PMP, PE, CMC, or equivalent.
  • Familiarity with DOE Order 413.3B.
  • Experience with Primavera P6, Deltek Acumen Fuse, Active Risk Manager (ARM), and Cobra.
  • Understanding of earned value metrics, calculations, and interpretation.
  • Experience managing DOE, DOD, or other federal government projects.

Pay Range

$129,150 - $196,476 annually

$129,150- $163,764Annually (TSS.2)

$154,950 - $196,476 Annually (TSS.3)

This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
