This is a full time 100% telework role based in Arlington, VA. Duties and Responsibilities:
- Provide authoritative guidance to SYSCOMs on solicitation structure, award mechanisms, evaluation procedures, and database requirements.
- Coordinate DON participation in Department-wide SBIR/STTR solicitations.
- Develop talking points and deliver briefings for weekly PMO and monthly Program Manager meetings.
- Lead proposal submission compliance reviews.
- Monitor and report performance metrics to assess efficiency and transition outcomes.
- Coordinate with application programmers to implement system updates and enhancements that improve functionality and compliance controls.
- Represent DON SBIR/STTR Programs at national, regional, and virtual outreach events.
- Implement and oversee the DON SBIR/STTR Due Diligence Program and serve as principal liaison among stakeholders.
- Chair weekly coordination meetings to assess due diligence status prior to award.
- Oversee preparation and review of Phase I, II, and III metadata packages and due diligence assessments.
- Plan and facilitate Risk Mitigation Review Board meetings.
- Establish standardized mitigation measures for SYSCOM implementation.
- Develop and deliver briefings for quarterly Due Diligence roundtables.
- Author and update point papers for NCIS Fraud, Waste, and Abuse review
- Draft responses to quarterly and annual Due Diligence data calls.
- Design due diligence archives and automated workflows.
Minimum Qualifications:
- Possess either (1) a master's degree and at least 15 years of experience reviewing and incorporating policy and law into program objectives (e.g., policy, statutory or regulatory framework) or (2) possess a bachelor's degree and at least 18 years of experience reviewing and incorporating policy and law into program objectives (e.g., policy, statutory or regulatory framework).
- Possess at least ten (10) years of experience developing and interpreting SBIR policies within a statutory and regulatory framework.
- Desired: Possess at least (10) years of experience in DON and DoD SBIR/STTR program policies, procedures, facts, data, and operations.
