Town of Lexington We are currently accepting applications for the full-time position of: Superintendent of Public Grounds Department of Public Works Anticipated Hiring Range: $96,186 - $108,714 annually Excellent benefits package The REQUIRED Town of Lexington application form and cover letter must be received in the Town's Human Resource Department. Summary Performs supervisory, technical, and administrative work, responsible for activities related to the maintenance, upgrade, preparation and appearance of Town-owned land and trees, including parks, school grounds, recreation areas, conservation lands, historical sites, town cemetery system, and other open spaces. Assist the Recreation Director with the oversight and evaluation of the Pine Meadow Golf Course maintenance operations. Performs all other related work as required. Essential Functions The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. * Plan, direct, evaluate and exercise general supervision over the work of the Park, Forestry and Cemetery divisions to include the management of maintenance, upgrade and appearance of Town-owned lands; cemetery building and grounds planning and maintenance; upkeep of recreational facilities including sports fields, park play areas and golf courses; upkeep of traffic islands; set-up and preparation of town events; care of Town-owned trees as well as removal of hazardous trees, pruning, and other operations; pest management on public grounds; related record-keeping; staffing; and equipment. * Manage and monitor annual divisional operating budget and capital improvement plan. * Administer policy and enforce department and Town rules, regulations, work methods and procedures. * Recommend pricing for burial plots, assist in drafting ordinances related to cemetery matters. * Review plans for street construction and sub-division development, beautification, and landscape construction projects on town owned land. * Coordinate Arbor Day Celebrations with environmental groups and school programs. * Interact with the public, responding to requests, policy inquires, and horticultural concerns regarding public and privately owned property, as well as providing information, assistance and services to citizens and funeral directors for internment of the deceased. * Meet with other DPW division heads and personnel on a variety of issues pertaining to construction, day to day operations, and the sharing of labor/equipment. Plan and coordinate activities of the division with other department heads as they relate to capital improvements and implementing operational functions. * Provide technical assistance to numerous committees and organizations; attend Recreation Committee meetings, report status of facility conditions and suggest improvements. * Prepare a variety of records and reports including project-time reports, cost analysis records, and inquiries; prepare annual Town Report submission. * Work with builders and contractors to make sure all paperwork is completed for proper permitting and making sure their site is properly protected for trees. * Administer the Town Tree Bylaw. * Answer requests from the general public, inspect the issues, determine what needs to be done and assigns it to either a contractor, and/or a work order for staff or other division to complete. * Work with Boards and Committees to ensure collective agreement and achievement of all goals. * Inspect athletic fields for playability, hazards, and overall conditions for recreation department. Work with staff to ensure all the town pools are properly maintained. * Work and meet with Recreation on a weekly basis to discuss fields, playgrounds, pools, basketball and tennis courts; draw up work orders for any needs for current and future capital projects SECONDARY RESPONSIBILITIES * Request funds from the Trustees of Public Trusts for Parks, Forestry and Town Cemetery special projects. * Serve on various employee and/or other committees as assigned. * Be on the on-call rotation list for after hour calls. * Maintain on call status for all weather related emergencies * Assist route checkers and other DPW personnel in snow removal operations. * Coordinate the deployment of crews for pick up and elimination of hazards during hurricane and storm emergencies; provide after hour on-call response. * Work with internal and external groups to develop open space and tree master plans/policies; communicate developments with residents. * Research and write grant proposals. * Maintain current knowledge in profession through participation in professional organizations and workshops. * Performs other similar or related duties, as required or as situation dictates. Supervision Supervision Scope: Performs varied and responsible functions requiring a working knowledge of departmental operations and the exercise of judgment and initiative, particularly in situations not clearly defined by precedent or established procedures. Supervision Received: Works under general supervision of the Public Works Director, following department rules, regulations, and policies, requiring the ability to plan and perform operations, and to complete assigned tasks according to a prescribed time schedule. Refers all questionable cases to supervisor. Supervision Given: Supervises all department staff and contractors. Recommended Minimum Qualifications Education, Training and Experience Associate's Degree and five to seven (5-7) years of responsible experience in landscaping, arboricultural, horticulture, and/or grounds maintenance and development, including two (2) years of administrative supervisory responsibility; or any equivalent combination of education and experience. Special Requirements: ISA Tree Certification or equivalent Class D motorized vehicle (passenger car) Pesticide Application License Certified Playground Safety Inspector designation within twelve (12) months of hire Certified Sports Field Manager designation within twenty-four (24) months of hire Knowledge of: Operations, services and activities of municipal ground maintenance programs, municipal urban forestry programs, and municipal cemetery operations and maintenance programs; materials, methods, practices and equipment used in the construction, maintenance and repair of municipal facilities and municipal cemetery facilities. Basic principles and practices of budget administration, supervision, staff development, training, performance evaluation, and program analysis report preparation, and record keeping. English usage, spelling, grammar and punctuation. Modern office procedures, methods and computer equipment (including word processing, spreadsheet and GIS software). Pertinent Federal, State, and local laws, codes and regulations. Ability to: Oversee and direct the operations, services and activities of the public grounds and cemetery maintenance division; develop and administer public grounds and cemetery goals, objectives and procedures; manage, direct and coordinate the work of grounds, forestry, and cemetery maintenance staff; supervise, train, direct, and evaluate assigned staff; develop detailed specifications for purchasing equipment and supplies; research, analyze, and evaluate new service delivery methods and techniques. Interpret and explain department policies and procedures. Prepare and administer a complex budget Interpret and apply Federal, State and local policies, laws and regulations Communicate clearly and concisely, both orally and in writing; prepare clear and concise administrative reports. Establish and maintain effective working relationships with those contacted in the course of work; work effectively with the public. Maintain effective audio-visual discrimination and perception needed for: - making observations - communicating with others - answering questions - reading and writing - operating assigned equipment Maintain physical condition which permits: - walking, standing or sitting for extended periods of time - lifting or carrying heavy objects - travelling to various work locations Maintain mental capacity which permits: - making sound decisions and using good judgment - demonstrating intellectual capabilities - prioritizing and assigning work activities Effectively handle work environment and conditions which involve: - working closely with others - field and office work - working with the public - exposure to dirt and dust - working under harsh weather conditions Job Environment * Work is performed in both office and field settings on construction sites, in the equipment shop and on the road. While performing the duties of this job, the employee is regularly exposed to weather extremes, loud noise, and moving mechanical parts, and encounters fumes, gases, dust, or cleaning solutions. The work environment is moderately quiet in the office and loud in the field. On-call operations one week per month. Position is on call 24/7. * Operates an automobile, light trucks, power and hand tools, computer, calculator, telephone, copier, facsimile machine, scanner and other standard office equipment. * May have access to confidential information of the department such as official personnel files. * Interacts with town departments, contractors, vendors, and the general public. * Errors could result in personal injury/loss, injuries to other employees, delays or reduced level of services, monetary loss, damages to building and/or equipment and possible legal repercussions.
