Environmental, Operations and Construction (EOC) operates within HDR's Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. EOC delivers quality engineering, environmental, and construction management services at competitive prices.

The Utility Data Coordinator provides administrative support in the organization and operation in the Environmental and Energy Department of the Marine Forces Reserve (MARFORRES)

In the role of Utility Data Coordinator, we'll count on you to:
  • Consolidate, track, and input all utility bills for Marine Forces Reserve owned facilities to include natural gas, electricity, and water utilizing the Navy and Marine Corps Defense Utility Energy Reporting System (DUERS) reporting tool
  • Provide various DUERS reports, energy use intensity (EUI) and water use intensity (WUI) reports as requested
  • Evaluate billing for accuracy, track fees and year-over-year usage for each bill, maintain data for historical trends analysis, identify trends and patterns for utility usage, and monitor high utility-use locations
  • Manage and track facility meters and associated accounts documenting energy, natural gas, refuse and water for MARFORRES owned and tenant locations
  • Consolidate and track pest management utility billing and to submit reports to the Pesticide Reporting System
  • Develop and maintain the utility vendor communication about ongoing utility demand needs, as well as on-site renewable generation interconnection, consult personnel that establish new utility agreements, and participate in utility contract negotiations
  • Collaborate across departments to identify projects to reduce utility fees and execute special projects, such as renewables, conduit installation, rate schedule analyses, etc.
  • Work in an interactive environment with the client, support staff, utility personnel, and third-party service providers to ensure a high degree of collaboration in support of a successful overall solution
  • Manage quality, time and effort measures both in-office and during any potential remote work scenarios
  • Assist with the planning, development, and implementation of the MARFORRES Energy and Sustainability programs
  • Support members of the project management office and perform additional duties as required, such as clear and concise briefings/debriefings, project status presentations, routine update meetings, and others
  • Prioritize to handle multiple tasks, work with various managers, and meet routine and immediate deadlines
  • Attend training to improve specific skills or to increase understanding of specialized subject matters
  • Properly handle confidential information
  • Perform other duties as needed

Preferred Qualifications

  • Ability to work in person at MARFORRES a minimum of 3 days a week
  • Minimum 3+ years of related experience in utility or logistical coordination
  • Knowledge of commercial utility provider billing structures, rebate programs, and general grid operations
  • Experience in utility data-entry, database management, data analysis
  • High proficiency with MS Office including Excel/Access for data management; PowerPoint for formal presentations; SharePoint, OneDrive and Teams for collaborative teamwork, and Word and Outlook for routine communication
  • Detail-oriented, well-organized, self-motivated with good time-management skills
  • Excellent verbal and written communication skills including grammar, punctuation, proofreading, spelling and telephone skills
  • Ability to interpret technical utility information and explain to non-subject matter experts
  • Experience with renewable energy alternatives, on-site generation, and utility-grid connections
  • Previous federal experience operating DUERS
  • Experience with MARFORRES utility billing processes
  • Familiar with DoD contracting protocols and procedures
  • Currently possess a US security clearance
  • Experience interacting with clients and stakeholders
  • Bachelor's degree in business management or closely related field
  • Familiarity with important energy-focused legislation (e.g., EPAct 2005, EISA 2007, EA 2020, etc.
  • Familiarity with the Department of Energy's Federal Energy Management Program (FEMP) and its associated tools and initiatives (e.g., ENERGY STAR)
Required Qualifications
  • Associate degree in a closely related field or combination of education and relevant experience
  • A minimum of 1 years related experience
  • Proficiency in Microsoft Word and Excel
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
