Position Title: Social Worker Department: Early Learning Location: antkwak Early Learning Center (Hillsboro) and Columbia Service Center (St. Helens) Reports To: Director - Early Learning Compensation: Per negotiated contract, Licensed Salary Schedule Bargaining Unit: NWEA FTE: 1.0 FTE Work Days: 220 ** This position will be based at either the antkwak Early Learning Center (Hillsboro) or the Columbia Service Center (St. Helens), based on employee preference. Employee will cover work in both Washington County and Columbia County areas, regardless of home base.** NW REGIONAL ESD'S MISSION STATEMENT: In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.
GENERAL DUTIES: In alignment with the NWRESD's mission statement, the Social Worker supports and advances the district's academic mission by delivering comprehensive services that strengthen partnerships among home, school, and community. This role focuses on identifying and addressing barriers that impact student learning by providing assessment, counseling, consultation, coordination of school and community resources, and program development. The Social Worker plays a key role in fostering a safe, supportive, and inclusive school environment. By promoting understanding of students' social and emotional development*and recognizing the influence of family dynamics, community context, and cultural diversity*the Social Worker implements effective intervention strategies that enhance student well-being and academic success. In collaboration with parents/guardians, teachers, administrators, and community partners, the Social Worker develops and implements strategies that encourage positive student engagement and strengthen overall school connectedness.

1. Master's degree in Social Work or Counseling, required 2. Current LCSW License, OR TSPC School Social Worker License, OR TSPC Restricted School Social Worker License OR be eligible for a Restricted School Social Worker License, OR current LPC License, OR LPC Registered Associate, OR TSPC School Counselor License 3. Experience and/or training in direct mental health skill building and therapeutic interventions 4. Ability to travel to school sites, community programs, and home visits to work with students, families and staff across four counties (Clatsop, Columbia, Tillamook, Washington). 5. Valid Driver's License; available transportation and proof of auto insurance.
KNOWLEDGE, SKILLS, and ABILITIES: 1. Demonstrate a commitment to diversity, equity, inclusion, and belonging through continuous development, modeling inclusive behaviors, and proactively managing bias 2. Ability to exhibit professionalism and effective human relations 3. Confer regularly with the immediate supervisor 4. Proficient in the use of computers and internet-based applications, including but not limited to email, internet software, Google Suite, and word processing (MS Word) 5. Ability to demonstrate effective skills in group facilitation, organizational dynamics, and consensus building. 6. Ability to advocate, model, and support implementation of district-level initiatives around racial equity and culturally responsive practices. 7. Ability to develop and implement professional development training for certifi ed and classifi ed school personnel.
Essential Functions: Include the following. Performs some or all of the following tasks. Other Duties may be assigned. The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.
A. Locate and mobilize school and community resources to support Early Intervention and Early Childhood Special Education programs. B. Collaborate with school staff to identify, determine, and implement appropriate therapeutic strategies to address identified social, emotional, and behavioral issues. C. Serve as a liaison between families and the program to positively promote collaborative processes in educational planning for students by encouraging parent/guardian participation. D. Serve on both program-based and system-wide committees to address climate, equity, educational issues, school adjustment problems, safety issues, social-emotional learning, and program development for students. E. Participate as a member of the IFSP and other school-based teams to develop interventions for promoting students' academic success. F. Conduct staff development on issues related to trauma, addiction, equity, needs of the students and families, and social-emotional-environmental factors that impact learning. G. Serve as liaison between program, families, and community agencies. H. Effectively utilize community resources to serve family and student needs. I. Keep current on services provided by community resources. J. Make appropriate referrals to community agencies e.g., counseling, financial assistance, medical, and psychological. K. Identify and develop strategies to ameliorate the factors that are barriers to accessing services. L. Assist in the recognition and identification of child abuse/neglect situations. M. Responsible for reporting child abuse/neglect and educational neglect situations. N. Provide input to ensure that students' educational, social, emotional, health, and material needs are met in accordance with established laws, rules, and regulations. O. Conduct assessment of need with individual students, families, and groups to determine the scope of social work services. P. Provide direct services to students and families. Q. Counsel individual students/families regarding issues that interfere with accessing services. R. Provide and coordinate crisis intervention services. S. Conduct home visits related to establishing communication and positive connections between the parent/guardian and school setting around identified issues. T. Provide parent/guardian educational workshops on identified issues related to child development, stress management, problem solving, self-regulation, personal safety, and effective teacher/parent/student communication. U. Provide staff consultation on trauma-informed practice and behavioral-emotional-environmental issues affecting child development. V. Attend meetings and professional development activities as required. W.
