Summary

The Office of Workforce Engagement (WE), a division within Human Resources, works in collaboration across MCW to drive initiatives that enhance faculty and staff engagement, promotes a culture of belonging, and offers workplace programs that strengthen all of MCW's organizational values - caring, collaboration, curiosity, inclusivity, integrity and respect.

The Program Manager I is responsible for designing and managing programs for the Office of Workforce Engagement. The Program Manager collaborates across HR divisions to enhance talent pipelines, build internal mobility initiatives, support workforce planning efforts, and manages the MCW Engagement Survey. An auxiliary focus of this role is to create pipelines and pathways that strengthen and foster a flourishing workforce.

The Program Manager reports to the Program Director in the Office of Workforce Engagement and regularly partners with WE team members. The Program Manager also collaborates with internal HR and MCW stakeholders and is encouraged to contribute to all aspects of workforce engagement.

An ideal candidate will be an excellent communicator, mission and values oriented, has experience building sustainable workforce engagement programs, and is enthusiastic about supporting the growth of people.

Primary Responsibilities
  • Contribute to the development of a Workforce Development strategy that supports MCW's evolving talent needs, with a focus on supporting staff mobility and upskilling/reskilling within the organization.

  • Manage the administration, analysis, and action planning process for the MCW Employee Engagement Survey.

  • Partner with Employee Relations to assist with the design, execution, and analysis of the new hire experience survey and offboarding surveys.

  • Utilize data to forecast talent needs, identify retention concerns, and highlight areas of opportunity across the MCW enterprise.

  • Develop, scale and execute new programs to support workforce development initiatives and assist in the launch of new interventions.

  • Serve as the Subject Matter Expert for the Workday Peakon Employee Voice integration work.

  • Meet regularly with external partners to advance workforce development initiatives (e.g. clinical partners, community organizations).

  • Participate in community events and job fairs to enhance MCW's outreach efforts and strengthen community partnerships.

  • Adopt evidence-based practices; establish measurable outcomes for each initiative.

  • Develop high-impact communications, presentations, reports, and executive summaries to inform findings and highlight the successes of MCW's workforce engagement programs.

  • Collaborate with the WE team to define, track, and achieve the annual division/center strategic goals.

  • Other duties as assigned.

Knowledge - Skills - Abilities
  • Contemporary knowledge of workforce development strategies and employee engagement program design and implementation.

  • Strong collaborative skills with the ability to work effectively in team based and cross functional environments.

  • Ability to operate effectively in a dynamic, evolving environment, with consistent communication, progress updates, and alignment check ins with their direct leader.

  • Advanced analytical capabilities, including data analysis, insight development, and storytelling, with demonstrated discretion in handling sensitive information.

  • Exceptional verbal and written communication skills.

  • Familiarity with organizational change management frameworks (e.g., Prosci, ADKAR) and project management tools.

Qualifications

Appropriate experience may be substituted for education on an equivalent basis.

Minimum Required Education: Bachelor's degreein business, Human Resources, workforce development, organizational development, or a related field is required.

Minimum Required Experience: 5 years of experience in talent acquisition, workforce development, or organization development. Previous work in higher education or healthcare preferred

Preferred Education: Business Administration, Human Resources, Human Services or related field

Physical Requirements

Work requires occasionally lifting moderate weight materials, standing, or walking continuously.

Work Environment

Occasional exposure to dust, noise, temperature changes, or contact with water or other liquids. Work is performed in an environmentally controlled environment.

Sensory Acuity

Ability to detect and translate speech or other communication required. May occasionally require the ability to distinguish colors and perceive relative distances between objects.
