KATALIS Phase II (2026-2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia-Australia Comprehensive Economic Partnership Agreement (IACEPA) through two mutually reinforcing pillars:
Pillar 1: IACEPA institutional architecture & policy reform (secretariat and implementation support).
Pillar 2: Skills, Businesses & Inclusive Growth, including the KATALIS Phase II Business Partnership Fund (KBPF) to test, scale, and commercialize inclusive, climatesmart business models with Indonesian SMEs and Australian partners.

Purpose of the Position
The Contract and Partnership Officer provide essential technical and administrative support to the Contract and Procurement Manager in managing the end-to-end lifecycle of contracts and sub-agreements. A primary focus of this role is supporting the KBPF by coordinating due diligence, drafting partnership agreements, and monitoring compliance for grantees and subcontractors to ensure all activities align with DFAT and Palladium standards.

Primary Responsibilities
Under the direction of the Contract and Procurement Manager, the Contract and Partnership Officer will:

- Partnership & Sub-award Coordination: Assist in the administration of the Business Partnership Fund (KBPF) by coordinating the solicitation, evaluation, and selection process for new partners and grantees.
- Contract Drafting & Management: Assist in drafting and negotiating various contractual instruments-including sub-contracts, grants, and MoUs-to ensure full alignment with Head Contract requirements. Additionally, support the end-to-end management of vendor pools and Short-Term Adviser (STA) panels, encompassing solicitation, evaluation, and comprehensive contract administration
- Due Diligence & Compliance: Conduct thorough due diligence and financial capacity assessments of potential partners and subcontractors to mitigate risk and ensure alignment with Palladium and DFAT policies.
- Tracking & Reporting: Maintain accurate contract and grant trackers, ensuring all milestones, payment schedules, and reporting deadlines are monitored and documented for audit readiness.
- Quality Assurance: Conduct spot checks and document reviews for grantees and subcontractors to verify that their financial management and activity implementation are compliant with program guidelines.
- Stakeholder Liaison: Act as a point of contact for partners regarding contractual queries, providing guidance on compliance requirements, safeguarding, and DFAT reporting standards.
- VfM Integration: Ensure that all partnership agreements and sub-contracts demonstrate Value for Money (VfM) by analyzing budget proposals and cost structures.
- Formalities Support: Coordinate induction and briefing sessions for new partners on program policies, including fraud prevention, gender equality, and child protection.

Other Duties
- Carry out other responsibilities as reasonably requested by the Operation Lead and consistent with the role's qualifications.
- Comply with, and advocate for, DFAT's policies in all aspects of implementation, including gender, disability, fraud and anti-corruption, PSEAH, child protection and environmental and social safeguards



Required Qualifications:
  • A university degree in a relevant field, or a demonstrated equivalent through a combination of relevant work experience and academic study.
  • At least 5 years of experience in grants, procurement, or contract management within an international donor-funded environment (DFAT experience highly regarded).
  • Strong understanding of grant management lifecycles, contract development, and compliance programs.
  • High level of attention to detail with the ability to analyze complex budgets and financial reports.
  • High level of proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint).
  • Proven ability to work flexibly under pressure and operate diplomatically in a multi-cultural environment.
  • Excellent written and verbal communication skills in English and Bahasa Indonesia
