Senior Communications Officer- Katalis Phase 2

Program Overview

Katalis Phase II (2026-2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia-Australia Comprehensive Economic Partnership Agreement (IACEPA) through two mutually reinforcing pillars:
* Pillar 1: IACEPA institutional architecture & policy reform (secretariat and implementation support).
* Pillar 2: Skills, Businesses & Inclusive Growth, including the Katalis Business Partnership Fund (KBPF) to test, scale, and commercialise inclusive, climatesmart business models with Indonesian SMEs and Australian partners.

Purpose of Position
The Senior Communications Officer is responsible for leading content development and campaign execution to support the implementation of communications strategies to effectively promote and position KATALIS Program and activities across DFAT and Palladium channels and networks. The role translates programmatic and technical work into clear, engaging, and audience-focused communications, ensuring alignment with strategic messaging, audience needs, and program objectives.
* Public Diplomacy (supporting DFAT visibility, bilateral positioning, and program reputation), and
* Strategic Communications (supporting program delivery, stakeholder engagement, and behaviour change among program's partners),

Primary Responsibilities
Under the direction of the Communications Manager and in close coordination with other Senior Communications Officer will undertake the following activities:

Content Strategy & Development
* Lead the development of communications content, including articles, case studies, multimedia content, and campaign materials
* Translate technical program outputs into accessible, audience-focused narratives
* Develop content aligned with audience segmentation and messaging frameworks
* Ensure consistency, clarity, and quality across all communications outputs

Campaign Design & Execution
* Lead the design and implementation of communications campaigns (e.g. podcast series as a flagship campaign)
* Develop campaign narratives, content plans, and storytelling approaches
* Ensure campaigns support both Strategic Communications objectives (e.g. stakeholder engagement, behaviour change) and Public Diplomacy objectives (e.g. visibility, positioning)
* Identify opportunities to repurpose content across multiple platforms and formats

Program Delivery Support (Internal Communications)
* Translate programmatic outputs and partnership activities into communication products that support stakeholder engagement and knowledge sharing
* Support program teams by developing communication materials (e.g. presentations, briefs, event materials)
* Identify and develop stories and content opportunities from program activities
* Ensure communications are integrated into program milestones and stakeholder engagement activities

Media Engagement Support
* Lead preparation of media materials, including press releases, media pitches, and briefing notes
* Support spokesperson preparation, including key messages and talking points
* Contribute to media engagement efforts in coordination with the Communications Manager
* Ensure media content aligns with program positioning and DFAT protocols

Coordination & Operations
* Manage external vendors (e.g. designers, videographers, editors) to deliver high-quality outputs
* Ensure adherence to branding, messaging, and quality standards across all outputs

Editorial Planning & Quality Assurance
* Contribute to editorial calendars and content pipelines
* Review and quality assure communications outputs prior to submission for approval
* Maintain editorial standards and ensure alignment with strategic messaging

Deliverables
The Senior Communications Officer is expected to produce the following outputs:
* High-quality communications content (articles, stories, multimedia outputs)
* Campaign outputs (including podcast episodes and supporting content materials)
* Media materials (press releases, pitches, briefing notes)
* Content briefs and messaging-aligned communication products
* Repurposed content across platforms (social media, website, events)
* Vendor-managed creative outputs (design, video, multimedia)

Reporting Requirements
The Senior Communications Officer reports to the Communications Manager and works closely with Strategic Communications Lead on strategic alignment and high-level messaging. The Senior Communications Officer will work closely with other Senior Communications Officer in coordinating technical guidelines, content direction, and quality assurance for communications outputs. The Senior Communications Officer will also collaborate closely with program teams to support communications needs, ensuring all activities are aligned with communications plans and coordinated through the Communications Manager.



Required Qualifications:

*A bachelor's degree in the fields of Communication and Media, Development Studies, International Relations, Public Policy/Affairs, Public Relations, Social Science or related subjects
*5-7 years of relevant professional experience in communications, media, or content development
*Demonstrated experience in developing high-quality content and managing communications campaigns
*Proven ability to draft, edit, and oversee high-quality written outputs such as policy briefs, reports, speeches, and press releases
*Established contacts and networks within local and national media outlets (highly desirable)
*Strong writing, editing, and storytelling skills
*Experience translating technical or policy-related content into accessible narratives
*Experience managing external vendors and coordinating content production
*Familiarity with donor-funded or development programs is an advantage
*Excellent written and verbal communication skills in English and Bahasa Indonesia
