HJF is seeking a Program Manager II (PM) to drive successful completion of key deliverables and stated objectives for multiple non-integrated projects by coordinating and monitoring the status of work performed by technical staff. Typically works on moderate to high complexity projects and reports to a Program Manager. This position will be in support of the the Planning and Partnership (P&P) Directorate within the Uniformed Services University of the Health Sciences' National Institute for Defense Health Cooperation (NIDHC). The mission of NIDHC is to support military and civilian health operational readiness for crisis and conflict. NIDHC serves as a central coordination and support hub for health operational readiness across the U.S. government and collaborates with multiple federal departments including the U.S. Department of War and interagency partners. The PM II is responsible for the end-to-end lifecycle of complex, multi-agency projects and initiatives aimed at bolstering global health security, strengthening defense health risk management, and fostering interoperability with partners and allies. The incumbent serves as a critical bridge between NIDHC P&P leadership and its external DoW/Federal stakeholders. This role requires a high degree of autonomy in managing project timelines, facilitating interagency coordination, and preparing high-level staff packages and technical products that support the development and implementation of military-military and military-civilian health operational readiness. By tailoring solutions to the unique requirements of CCMDs and their Service components, the PM ensures the health security infrastructure remains agile and globally integrated. The Henry M. - Manage operational elements of one or more individual projects. Document project scope and plan, confirming objectives, technologies, schedules, milestones and deadlines, funding, and available resources with key stakeholders. Produce and distribute project status reports and documents.
- Communicate and collaborate with others, including but not limited to project team members, management and other key stakeholders about project requirements and objectives. Document and evaluate existing processes, procedures and guidelines making recommendations for enhancements and improvements as appropriate. Obtain approval for out-of-scope modifications.
- Monitor project costs incurred. Prepare and maintain project budget and related reports.
- Engages directly with external DoW and Federal partners to enhance the overall success of projects. Drives the execution of pilot milestones by attending internal and external stakeholder meetings, identifying bottlenecks, and ensuring cross-agency alignment.
- Responsible for compiling comprehensive meeting minutes, tracking action items, and developing briefing materials.
- Supports and improves the development and execution of major conferences, meetings, and engagements. This includes conducting deep-dive research and material preparation for Senior Leader Forums, ensuring principals are equipped with data-driven briefings and strategic talking points.
- Manages large-scale project work plans, including tracking expenditures, forecasting resource needs, and preparing technical justifications for core and external funding.
- Acts as a tactical liaison for Combatant Command (CCMD) staff and international partners.
- Facilitates technical working groups and planning conferences to promote interoperability and health security.
- Leads the drafting of Statements of Work (SOW) and budgets for new funding opportunities and cooperative agreements within the P&P portfolio.
- Prepares quarterly and annual reports for HJF and federal leadership, ensuring all products meet the highest standards of accuracy and clarity.
- Supervises other Project Managers and technical staff providing daily guidance and mentorship. Coordinates travel logistics and security protocols for teams deploying to austere or international environments.
- Oversees the scheduling and coordination of personnel for P&P activities; ensures all travel and procurement actions comply with DoW and HJF regulations.
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Education and Experience
- Bachelor's Degree required; Master's Degree preferred.
- Minimum of 6-8 years experience required.
Required Knowledge, Skills and Abilities
- Exceptional interpersonal and collaboration skills in a cross-functional setting, to include engaging effectively with senior military officers, federal civilians, clinicians, scientists, and contractors.
- Ability to operate with a high degree of autonomy to anticipate project needs, identify potential mission risks before they escalate, and independently develop "way-forward" solutions. Proven track record of taking ownership of projects and driving them to completion.
- Knowledge of military and federal health systems, medical readiness, and health security concepts.
- Experience supporting complex military and/or civilian health programs.
- Knowledge of cross-cultural communication principles and ability/skill to communicate via multiple forms of media.
- Knowledge of budgeting and program/project management principles and methods.
- Understands and has the ability to apply knowledge management principles to improve efficiencies
- Excellent written and oral communication skills, including executive-level briefings.
- Ability to operate effectively in adaptive, high-visibility environments with evolving priorities
- Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
- U.S. citizenship and the ability to obtain and maintain a T3 Secret Clearance. Candidates with a current T3 Secret Clearance are highly preferred.
Physical Capabilities
- Requires occasional lengthy travel by land, air, and water, and the ability to lift and carry moderate weight objects.
- Ability to stand or sit at a computer for prolonged periods.
Work Environment
- This position will take place primarily in an office setting with occasional international travel to austere locations will likely be required. Program execution occasionally requires work in the early mornings, evenings, and on weekends.
- This position requires domestic and international travel (approximately 30%) to support CCMD security cooperation activities, academic exchanges, and partnership initiatives.
Compensation
- The annual salary range for this position is $77,600-$113,000. Actual salary will be determined based on experience, education, etc.
