JOB TITLE: Site Safety and Health Officer (SSHO)
REPORTS TO: Project Manager / Site Project Manager

POSITION SUMMARY:
Reports to the Project Manager / Site Project Manager and is responsible for directing and maintaining the site safety and health program for KEMRON Environmental Services, Inc. federal project operations in the Chattanooga, Tennessee area. This position is responsible for creating and maintaining a strong safety culture involving all personnel, subcontractors, equipment, and the work environment, and for ensuring compliance with applicable federal contract requirements, client requirements, OSHA regulations, USACE EM 385-1-1, and KEMRON safety procedures. The SSHO will oversee implementation of the Accident Prevention Plan (APP), Site Safety and Health Plan (SSHP), Activity Hazard Analyses (AHAs), daily safety documentation, field audits, and incident reporting. This position is primarily field-based and may require travel to nearby project locations based on business needs.

ESSENTIAL DUTIES/FUNCTIONS OF POSITION:
  • Responsible for all health and safety concerns on assigned federal project site(s)
  • Be on-site full time when work is being performed.
  • Follow, assist with updates to, and maintain the site Accident Prevention Plan (APP), Site Safety and Health Plan (SSHP), and Activity Hazard Analyses (AHAs).
  • Conduct and document daily safety briefings, inspections, audits, and field observations.
  • Monitor employee and subcontractor compliance with contract requirements, site safety requirements, company procedures, and applicable regulatory standards.
  • Complete and submit safety forms, daily reports, incident reports, near miss reports, inspection records, and related project documentation.
  • Identify hazards, recommend corrective actions, and assist project management with implementation of site-specific controls.
  • Perform and/or oversee air monitoring, field screening, and related exposure monitoring activities and documentation as required by the project.
  • Maintain site sign-in logs, training records, and other required health and safety documentation.
  • Emergency response coordination responsibilities.
  • Participation in emergency action plans (EAP).
  • Conduct routine vehicle, equipment, PPE, and jobsite safety inspections.
  • Communicate safety issues, incidents, and compliance concerns promptly to project management and appropriate company personnel.
  • Interface professionally with client representatives, regulatory personnel, project staff, and subcontractors to support safe and compliant project execution.
  • Serve as or coordinate competent person oversight for applicable high-risk activities.
  • Perform other related duties as assigned.
REQUIRED EDUCATION, EXPERIENCE & SKILLS:
  • Minimum of a high school diploma or equivalent is required.
  • Minimum of five (5) years of on-site experience in environmental remediation, construction, demolition, hazardous waste, asbestos, lead, or related environmental project work.
  • Minimum of five (5) years of experience in a Site Safety and Health Officer or similar safety oversight role with responsibility for implementing site-specific health and safety plans and conducting daily tailgate safety meetings.
  • Must have completed OSHA 30-Hour Construction Safety training and possess the official OSHA card.
  • Must have current 40-hour HAZWOPER training and current 8-hour HAZWOPER refresher.
  • Must have current 8-hour HAZWOPER Supervisor training.
  • CPR/First Aid certification required.
  • Experience preparing, reviewing, updating, and implementing site-specific APPs, SSHPs, and AHAs.
  • Strong knowledge of OSHA regulations, federal safety requirements, and USACE EM 385-1-1.
  • Experience with fall protection, confined spaces, excavation/trenching, air monitoring, and field safety oversight.
  • Ability to identify hazards, evaluate site conditions, and implement appropriate corrective actions and worker protections.
  • Strong written and verbal communication skills, including daily reporting, incident documentation, and interaction with project personnel, subcontractors, and client representatives.
  • Ability to work independently, exercise sound judgment, and maintain dependable attendance.
  • Must be proficient in Microsoft Office and able to prepare and maintain electronic and written jobsite documentation.
  • Valid driver's license required, with driving history acceptable to KEMRON's insurance carrier.
  • Experience on federal projects is required.
  • Safety certifications such as CHST, OHST, STS, STSC, ASP, CSP, CHMP, or CHMM are a plus.
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
  • Regularly works at active jobsites and in outdoor conditions, including exposure to heat, humidity, cold, rain, dust, noise, uneven terrain, and moving mechanical equipment.
  • Must be able to travel to job sites and traverse all types of terrain, often on foot.
  • Must be able to climb stairs, ladders, scaffolding, and maneuver through active construction, demolition, industrial, or otherwise challenging project environments.
  • Must be able to wear all required personal protective equipment, which may include hard hat, safety glasses, gloves, steel-toe boots, hearing protection, Tyvek, and respiratory protection.
  • Must be able to carry sampling or monitoring equipment weighing up to 45 pounds for reasonable distances.
  • Must be able to remain in a stationary position, stand, walk, bend, kneel, crouch, and work in the field for extended periods.
  • Must be able to use a computer and prepare documentation in Word, Excel, and PDF formats.
  • Work outside normal business hours, weekends, or extended shifts may be required based on project demands.
SPECIAL REQUIREMENTS:
  • Must be able to understand, follow, and enforce KEMRON corporate safety procedures and site-specific Health and Safety Plan requirements.
  • Must be able to communicate clearly and professionally with KEMRON employees, subcontractors, client representatives, and other project participants.
  • Must be able to provide firm, professional direction in the field to support safe and compliant project execution.
  • Must be willing to work from the assigned project location and travel to nearby project sites as needed.
  • Must be able to pass any required background screening, site access requirements, medical clearance, or drug screening, if required by the client or project.
  • Must have a valid driver's license and remain insurable under company policy.
