Description
Under the leadership of the Respiratory Director, the Respiratory Quality Manager provides strategic leadership and oversight for charge capture accuracy, auditing methodologies, and quality improvement initiatives within Respiratory Care Services (RCS). This includes ensuring full compliance with hospital, state, and federal regulatory requirements, mitigating financial and operational risks, and advancing organizational excellence through datadriven evaluation and decisionmaking. The manager is accountable for preventing missed billing opportunities, monitoring EKG and respiratory procedure workflows, and maintaining robust controls that safeguard revenue integrity and longterm financial sustainability.
In addition, the Respiratory Quality Manager is responsible for ongoing daily operational issues, providing administrative support to the Respiratory Care Services Director/Manager as assigned, and leading or participating in the planning, direction, and implementation of departmental projects. The manager assists in the development, monitoring, and execution of a costeffective budget and coordinates and oversees payroll, staffing schedules, and nonclinical operational systems to ensure efficient and compliant departmental functioning.
Qualifications
Minimum Education Bachelor's degree in Respiratory Therapy or related field (Required) Master's Degree (Preferred)
Minimum Work Experience 8 years progressively responsible experience in respiratory care and/or healthcare administration/business, including at least 3 years lead and/or supervisory experience. (Required)

Functional Accountabilities Quality, Safety & Regulatory Compliance - Interpret respiratory care-related regulatory and accreditation standards (e.g., Joint Commission, CMS, DOH) and translate them into clear workflows, policies, and controls.
- Lead proactive and retrospective risk assessments of the respiratory therapy documentation and medication/device management process; identify gaps and implement corrective actions.
- Ensure enterprise-wide standardization of respiratory charge capture, documentation, and procedure coding practices across inpatient, outpatient, ED, and ambulatory settings.
- Maintain current knowledge of applicable regulations impacting respiratory services (e.g., oxygen therapy, aerosol therapy, ventilator management, EKG oversight where applicable) and disseminate updates to stakeholders.
Charge Capture, Revenue Integrity & Financial Controls
- Design, implement, and maintain end-to-end charge capture workflows for respiratory procedures (e.g., ABGs, EKGs under RCS scope, PFTs, high-flow oxygen, nebulizer treatments) to reduce missed billing.
- Partner with Finance, Rev Cycle, and IT to reconcile orders, charges, and documentation; lead root-cause analysis for charge variances and missed revenue.
- Oversee routine audits (daily/weekly/monthly) of charge capture and documentation completeness; formalize remediation plans and monitor sustainability.
- Develop KPI dashboards and scorecards for leadership visibility into respiratory revenue performance, denials, late charges, and net recovery.
Data, Analytics & Reporting
- Establish a standardized analytics infrastructure (requirements, definitions, data lineage) for respiratory quality and financial metrics.
- Build and maintain operational dashboards (volumes, productivity, turnaround times), financial scorecards (cost, charge, reimbursement), and compliance reports.
- Conduct trend analyses and cohort studies to identify opportunity areas (unit/provider/time-of-day patterns; documentation gaps; device utilization).
- Present monthly performance reports and improvement outcomes to RCS, Finance, Coding, Compliance, and senior leadership.
Process Improvement & Standardization
- Apply lean/continuous improvement frameworks to streamline documentation, order-to-charge mapping, and device tracking.
- Facilitate multi-disciplinary Kaizen/rapid-cycle projects to address bottlenecks (e.g., order entry errors, device assignment, duplicate charges).
- Author and maintain SOPs/work instructions for front-line respiratory therapists and charge reconciliation teams; ensure routine review and revision.
Education, Training & Competency/ Documentation, Policy & Record Retention
- Develop and deliver education for respiratory therapists, unit clerks, and providers on documentation standards, charge capture, and compliance expectations.
- Create competency validation tools (checklists, job aids) for documentation and charge entry for new hires and annual skills days.
- Provide targeted coaching following audit findings and incorporate lessons learned into ongoing training.
- Maintain a controlled library of respiratory documentation standards, charge capture policies, SOPs, and audit tools.
- Ensure proper record retention for audits, incident reviews, and revenue integrity reconciliations per hospital policy.
Risk Management & Incident Response
- Lead investigations of documentation discrepancies, device misassignment, and charge capture failures; document findings and corrective actions.
- Collaborate with Compliance and Legal on audits and inquiries; prepare evidence packs, summaries, and remediation plans.
- Maintain risk register for respiratory charge capture and compliance items; track mitigation status to closure.
Operational Integration & Technology Enablement
- Partner with IT/Clinical Informatics to optimize EHR build (orders, documentation templates, charge triggers, device tracking).
- Evaluate tools for documentation automation, device barcode assignment, and reconciliation; oversee implementations and change management.
- Champion data governance for respiratory metrics and ensure alignment with enterprise reporting standards.
Stakeholder Engagement & Governance
- Serve as the subject matter expert for respiratory quality control, charge capture, and compliance on hospital committees (Quality, Revenue Integrity, CDI/Coding, P&T if relevant).
- Coordinate with Nursing, Providers, HIM/Coding, Supply Chain, and Biomedical Engineering to ensure end-to-end integrity of respiratory services.
- Communicate progress, risks, and expectations clearly; escalate barriers and secure decisions through governance channels.
Leadership, People Management & Culture
- Lead a small team (Audit/Analytics/Education/Respiratory Care Assistants[MD2.1]) with clear goals, roles, and performance expectations, coaching for high reliability and accuracy.
