Quadel is seeking is seeking an experienced Inspection Manager to lead and oversee the inspection department. This position ensures all assisted rental units comply with HUD Housing Quality Standards (HQS) and/or NSPIRE requirements and applicable building codes. The Inspection Manager supervises inspection staff, ensures regulatory compliance for the Housing Choice Voucher (HCV) program, and provides highquality customer service to landlords, tenants, and stakeholders.

DUTIES AND RESPONSIBILITIES
  • Ensure all assisted housing units meet HUD HQS/NSPIRE standards, HCV regulations, and applicable local, state, and federal building codes.
  • Monitor regulatory changes and implement updates to inspection practices, policies, and procedures.
  • Supervise inspection staff, assign workloads, schedule daily inspections, and ensure inspections are completed within required timeframes.
  • Review and approve inspection results for accuracy, consistency, and compliance.
  • Maintain accurate, complete, and auditable inspection records in electronic databases and case files.
  • Prepare reports related to inspection outcomes, compliance trends, and program performance.
  • Notify landlords and tenants of inspection results, required repairs, reinspection requirements, and rent abatements.
  • Respond to inquiries and concerns from landlords, tenants, and program participants in a timely and professional manner.
  • Conduct or approve initial inspections, annual inspections, rent reasonableness determinations, and special or complaint-based inspections.
  • Ensure timely follow-up and reinspection of failed units and make determinations regarding unit eligibility.
  • Train, mentor, evaluate, and support inspection staff development.
  • Develop, implement, and maintain inspection department policies, procedures, and quality control standards.
  • Recommend process improvements to enhance operational efficiency and regulatory compliance.
QUALIFICATIONS
  • Thorough knowledge of HUD HCV regulations, HQS/NSPIRE standards, and residential building codes.
  • Proficiency with inspection software, tablet-based inspection systems, databases, and Microsoft Office Suite.
  • Strong written and verbal communication skills and the ability to work effectively with diverse landlords, tenants, and stakeholders.
  • Ability to exercise sound judgment, work independently, and manage priorities with minimal supervision.
  • Strong organizational skills and attention to detail.
  • Minimum of four (4) years of experience in housing inspections, property management, construction, code enforcement, or a related field; supervisory experience preferred.
  • High school diploma or equivalent required.
  • Certification: HQS and/or NSPIRE certification required or must be obtained within a specified timeframe after hire.
  • License: Valid driver's license required with the ability to travel to inspection sites.
PHYSICAL DEMANDS AND WORK ENVIORNMENT
  • Frequent walking, standing, and climbing stairs while conducting onsite property inspections.
  • Ability to inspect residential units, including accessing basements, crawl spaces, attics, and outdoor areas.
  • Ability to bend, stoop, kneel, crouch, reach, and balance while evaluating housing conditions.
  • Occasional lifting, carrying, pushing, or pulling of items weighing up to approximately 25-30 pounds, such as inspection equipment, tools, or files.
  • Frequent use of hands and fingers to operate inspection devices, tablets, computers, and office equipment.
  • Visual abilities required to read inspection reports, identify deficiencies, and differentiate colors, patterns, and details.
  • Ability to hear and communicate effectively with tenants, landlords, contractors, and staff, both in person and by phone.
  • Ability to operate a motor vehicle and travel to multiple inspection sites daily in varying weather conditions.
