POSITION PURPOSE:

Supports the Environmental Business Line (EBL) as the lead for Earned Value Management (EVM) implementation, execution, and ongoing surveillance. This position will direct report inside the Environmental Business Line Project Management Office (PMO). This position will be focused on some of our most complex projects in the EBL and will deliver actionable performance insights to project and business line leadership to support informed decision making and successful project and program outcomes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

EVM Systems Leadership


  • Lead the development, implementation, execution, and ongoing surveillance of EVMS to ensure alignment with contractual requirements, internal policies, and applicable industry standards (e.g., EIA-748).
  • Establish and maintain compliant cost and schedule baselines that support environmental project objectives and customer expectations.
  • Ensure EVMS integration across cost, schedule, scope, and risk management functions.

Performance Analysis & Reporting


  • Review, analyze, and interpret cost and schedule performance data, including baseline changes, variances, trends, and forecasts.
  • Prepare, validate, and submit Integrated Program Management Reports (IPMR) or IPMDAR deliverables, ensuring data accuracy, traceability, and audit readiness.
  • Provide clear, concise performance narratives and recommendations to senior management and program leadership.

Compliance, Surveillance & Audits


  • Support customer and third-party oversight activities, including Defense Contract Management Agency (DCMA) surveillance, system reviews, and audits.
  • Lead responses to surveillance findings, develop corrective action plans, and drive timely closure of Corrective Action Reports (CARs).
  • Ensure ongoing compliance with DCMA Earned Value Compliance Metrics (DECM) and internal governance requirements.

Cross-Functional Leadership


  • Partner with Project Managers, CAMs, schedulers, cost analysts, and finance teams to identify performance risks and develop mitigation strategies.
  • Facilitate and lead Integrated Baseline Reviews (IBRs), baseline change control processes, and performance assessment reviews.
  • Promote disciplined execution and accountability across all control accounts.

Process Development & Continuous Improvement


  • Develop, implement, and maintain program-specific EVM processes, tools, templates, and documentation, including:
  • Work Breakdown Structures (WBS) and WBS Dictionaries
  • Responsibility Assignment Matrices (RAM)
  • Control Account Plans (CAPs)
  • Work Authorization Documents (WADs)
  • Identify opportunities to enhance EVM efficiency, automation, and data quality within the Environmental Business Line.

Training & Mentorship


  • Provide formal and informal training to project teams on EVM principles, best practices, and system usage.
  • Mentor Project Controls staff, CAMs, and PMs to strengthen earned value proficiency and analytic capability across the organization.
  • Serve as the Environmental Business Line subject matter expert (SME) for EVM-related questions and issues.

MINIMUM QUALIFICATIONS:


  • Minimum of 10 years of progressive experience in Earned Value Management, project controls, project finance, or cost/schedule management.
  • Demonstrated experience supporting complex, multi-disciplinary programs, preferably within environmental, infrastructure, defense, energy, or government-regulated environments.
  • Experience supporting customer surveillance and audits; DCMA experience strongly preferred.

Education and Experience:


  • Bachelor's degree in business administration, Finance, Engineering, Construction Management, or a related field. Experience may be substituted in lieu of degree on a case-by-case basis.
  • Advanced certifications or training (e.g., Deltek Cobra, Primavera P6) preferred.

Skills and Abilities:


  • Advanced proficiency with EVM and cost management tools such as Cobra, or equivalent systems.
  • Strong working knowledge of scheduling tools such as Microsoft Project and/or Primavera P6.
  • Ability to integrate cost, schedule, and performance data into clear, decision-ready outputs.
  • In-depth knowledge of EIA-748 Earned Value Management guidelines and implementation of best practices.
  • Expertise in DCMA Earned Value Compliance Metrics (DECM) and surveillance expectations.
  • Strong analytical, root cause analysis, and problem-solving skills.
  • Exceptional communication skills with the ability to translate complex performance data into executive-level insights.

Special Requirements:


  • Must pass background check/pre-employment drug screen and nothing on record that would prohibit applicant from gaining access to military installations.
  • Ability to work overtime and/or occasional evenings / weekends as needed to meet proposal or project deadlines.
  • Travel required for at least 25% of the time depending on functional group training, project, or business line needs.

  • Deltek Cobra Training
  • Primavera P6 Training
  • Experience with Defense Contract Management Association (DCMA) Compliance Reviews.

PHYSICAL DEMANDS:
This position is a sedentary role. While performing the duties of this job, the employee will be sitting for long periods of time but will also be required to stand, walk, and communicate with others.
