Job Description
POSITION SUMMARY The Program Analyst provides operational and analytical support for the Western States Regional Collaborations Project Management Office (PMO). Reporting to the Managing Director, you will support two streams of multi-state public health collaboration work: the West Coast Health Alliance (WCHA)-California, Oregon, Washington, and Hawaii-and broader western states regional collaboration among western states and partners on issues they identify for collective work. This position focuses on the day-to-day operational support that makes working groups and collaborative initiatives function effectively. You will prepare meeting agendas and background documents, capture meeting notes and write clear summaries, track action items and conduct follow-up, gather and synthesize information on what states and partners are doing, and support the production of materials for state review. You provide the staff support that enables productive meetings and keeps collaborative work moving forward, working under the direction and guidance of the PMO Managing Director, as well as subject matter expert consultants on key projects, with work aligned to the priorities and needs of the multi-state collaborative efforts. Success in this role means working groups have well-prepared meetings with organized materials and clear documentation, action items get tracked and completed, the Managing Director receives synthesized information to support developing options, recommendations, and action plans for states' consideration, and collaborative initiatives maintain momentum through strong operational and analytical follow-through. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Meeting Support and Coordination (40%) Provide comprehensive staff support for collaborative meetings, working group sessions, and regional convenings:
- Coordinate meeting logistics including scheduling across multiple time zones, sending invitations, tracking RSVPs, and managing virtual meeting setup
- Prepare meeting agendas based on input from working group leaders, the Managing Director, and subject matter expert consultants
- Write and compile background materials for meetings-gather and synthesize key information, write background memos, and compile relevant documents, previous summaries, reference materials, and information needed for informed discussion
- Develop slide decks for meetings
- Ensure comprehensive meeting notes and prepare clear meeting summaries that synthesize key points, decisions made, and next steps
- Track action items across all meetings, conduct follow-up work and analysis on action items you are responsible for, and follow up with other responsible parties to ensure completion
- Maintain organized documentation and meeting records accessible to participating states and partners, including maintain and keep current any shared document sites and systems
Research, Information Gathering, and Synthesis (40%) Conduct research and gather information to support collaborative work on priority public health issues:
- Research and summarize approaches across states, localities, and key partners on topics identified for collaborative work.
- Gather information on what different jurisdictions are doing, best practices, and innovative approaches; identify and organize best practices and common approaches from multiple jurisdictions. Incorporate information provided by states in working group meetings and other forums.
- Review public health guidance from states, federal government, and professional organizations and prepare summaries for collaborative use
- Conduct background research on topics related to collaborative priorities; draft sections of background documents and memos based on research conducted, for review and input by the Managing Director and SME consultants
- Compile and synthesize findings from multiple sources into organized formats such as comparison tables, summary documents, reference materials, and coherent background materials for decision-makers
- Identify themes, patterns, and areas of consensus or differences in information gathered and flag them for the Managing Director and SME consultants
- Support production of collaborative outputs by compiling drafts, organizing review processes, tracking edits, and coordinating document finalization
- Prepare materials by pulling together information from multiple sources and creating organized drafts; coordinate editing to finalize key documents
- Maintain resource library with current materials, templates, and documents
Administrative and Operational Support (20%)
- Track grant expenditures against approved budgets and coordinate with PHI awards management team on budget questions and reporting
- Prepare and coordinate submission of forms for expenditures, contract generation, and payment to PHI's award management team for processing
- Support planning and logistics coordination for meetings, working groups, and regional convenings
- Maintain project tracking systems, update status reports, and monitor deliverable timelines
- Provide operational, analytical, and writing support to consultants as needed
- Coordinate as directed with other regional public health collaboratives for information sharing and alignment
MINIMUM QUALIFICATIONS
- Bachelor's degree in public health, public policy, public administration, social sciences, health sciences, or related field
- 3-5 years of professional experience providing operational support, coordination, or research assistance, preferably in public health or government settings
REQUIRED SKILLS AND COMPETENCIES
Meeting Support and Coordination
- Excellent organizational skills with demonstrated ability to manage multiple meetings, prepare materials, and manage multiple projects and working groups simultaneously
- Skilled at preparing comprehensive meeting agendas and compiling relevant background materials
- Strong synthesis and analytical abilities to capture comprehensive, accurate records of complex multi-stakeholder discussions
- Able to write clear, concise meeting summaries that highlight decisions and action items
- Proactive follow-up on action items to ensure completion
- Detail-oriented approach to maintaining documentation and tracking deliverables
- Proficiency with Microsoft Office (Word, Excel, PowerPoint) and virtual meeting platforms
Research, Information Gathering, and Synthesis
- Skilled at finding, reviewing, and analyzing information from public sources including websites, policy documents, and published guidance
- Able to gather and synthesize information from multiple sources into organized, useful formats
- Comfortable reading, understanding, and analyzing public health content with guidance from subject matter experts
- Strong attention to detail in compiling and organizing materials
- Able to identify relevant information and extract key points clearly
- Capable of conducting background research and drafting sections of documents based on that research
Writing and Communication
- Strong writing skills with ability to produce clear meeting summaries, agendas, organized background documents, and synthesis materials
- Able to take direction and incorporate feedback effectively
- Good listening skills to understand what is needed for state and partner participants, the Managing Director, and consultants
- Professional and timely in written and verbal communication
- Clear communicator via email and in virtual meetings

PREFERRED QUALIFICATIONS

- Background in research, policy analysis, or public health practice
- Experience developing presentation materials and slide decks
- Understanding of multi-state, multi-jurisdictional, or coalition-based collaboration

POSITION DETAILSReports to: Managing Director, Western States Regional Collaborations PMO Works under direction of: Managing Director and subject matter expert consultants Location: Remote with occasional travel for regional convenings and meetings Salary: Full salary range for this position is $79,333 to $115,098. The starting salary is in the range of $100,000. The starting salary is determined using a variety of factors, such as the candidate's knowledge, skills, and experience, as well as internal equity consideration and budget availability. ABOUT THE WESTERN STATES REGIONAL COLLABORATIONS PMOThe Western States Regional Collaborations Project Management Office, housed at the Public Health Institute, supports two streams of multi-state public health collaboration work:
- West Coast Health Alliance (WCHA): California, Oregon, Washington, and Hawaii working on WCHA priority issues including immunizations, infection control, preventive services, FDA authorization changes, and countering misinformation, under defined governance protocols established by the WCHA states and supported and followed by the PMO.
