The Lead Post-Award Financial Analyst supports comprehensive financial management, departmental budgeting, and sponsored project financial oversight within the Department of Family and Community Medicine's Office of Finance and Accounting (OFA). In collaboration with departmental leadership, faculty, and administrative partners across UCSF and affiliated institutions, the position advances sound financial stewardship, regulatory compliance, and the effective use of financial systems and data tools to support the Department's mission.

The Office of Finance and Accounting (OFA) serves as the central resource for financial stewardship within the Department of Family and Community Medicine, ensuring the effective management, oversight, and compliance of the Department's financial activities across its academic, clinical, and research programs.

The Department of Family and Community Medicine - Office of Finance and Accounting (OFA) consists of experienced professionals with strong backgrounds in accounting, finance, and program administration. The OFA Team provides financial management and operational support for the Department's accounting, financial reporting, and purchasing activities, supporting a wide range of academic, research, and administrative programs.

The OFA Team manages a diverse portfolio of funding sources, including contracts and grants, business and professional service agreements, general non-sales and services activities, and gift and endowment funds. Financial activities are administered in accordance with University of California policies, UCSF financial management standards, and applicable regulatory requirements.

Under the direction of the Department Director of Finance, the Financial Analyst collaborates with members of the OFA Team to support the day-to-day financial operations of the Department of Family and Community Medicine. Responsibilities include assisting with the resolution of financial, accounting, and purchasing questions, reviewing transactions for accuracy and compliance, and supporting the efficient administration of departmental financial activities. The position also provides cross-coverage support within the OFA Team to maintain continuity across the Department's financial functions.

The Financial Analyst participates in the Department's annual budget planning and preparation cycle, assisting with the development, coordination, and monitoring of departmental budgets and financial projections. The position works with departmental leadership and program managers to ensure that financial plans align with operational priorities and available funding sources.

In performing these responsibilities, the incumbent may engage, as appropriate, with a range of institutional and external partners, including federal, state, and local funding agencies; administrative units at Zuckerberg San Francisco General Hospital (ZSFG); UCSF central administrative offices; internal control and compliance offices; and the School of Medicine Dean's Office. Coordination may occasionally extend to the University of California Office of the President (UCOP) and collaborating universities or partner institutions.

The position also provides post-award financial management support for research faculty and Principal Investigators (PIs) with sponsored projects. Responsibilities include monitoring sponsored project budgets, reviewing expenditures for allowability and compliance, preparing financial reports, and advising faculty and research staff on the financial administration of awards. Post-award financial activities must comply with federal Uniform Guidance requirements, sponsor policies, and applicable University of California and UCSF financial management and internal control standards.

The incumbent plans, coordinates, and executes approved financial actions related to projects, tasks, and financial or programmatic portfolios assigned by the Director of Finance. These activities support departmental priorities and contribute to the effective management of financial resources across the Department of Family and Community Medicine.

The Financial Analyst is also expected to support campus-wide initiatives that leverage information technology and data tools to enhance financial management and operational effectiveness. The position should be willing to learn and utilize financial systems, reporting platforms, and data tools provided by the Campus and the School of Medicine Dean's Office, as directed by the Department Director of Finance, to improve efficiency, transparency, and data-informed financial oversight.

The Financial Analyst functions as a proactive and collaborative member of the OFA Team, engaging constructively with departmental leadership, faculty, staff, and administrative partners. The role contributes to continuous improvement efforts aimed at strengthening financial oversight, improving operational effectiveness, and supporting the Department's mission through responsible financial stewardship.

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.

  • Thorough knowledge of finance policies, practices, and systems.

  • Ability to independently gather required information to organize, and perform financial analysis assignments.

  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.

  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.

  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment.

  • Ability to adapt to changing priorities.

  • Ability to function as a member of a team.

  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

    Preferred Qualifications:

  • Working knowledge of federal Uniform Guidance and applicable accounting practices related to sponsored project financial management, with a strong commitment to ethical financial stewardship and internal control standards.

  • Willingness and ability to learn federal Uniform Guidance requirements and applicable accounting practices related to sponsored project financial management, with a commitment to ethical financial stewardship and internal control standards.

  • Ability to analyze financial data, develop financial reports, and interpret budget and expenditure trends to support informed financial decision-making

  • Knowledge of sponsored project financial administration, including monitoring project budgets, reviewing expenditures for allowability, and supporting financial reporting requirements.

  • Strong communication and interpersonal skills to effectively collaborate with faculty, administrators, colleagues, and institutional partners on financial management and compliance matters.
