PMO Cost Manager

As a PMO Cost Manager, you will lead project cost management activities for a portfolio of projects within the assigned area, ensuring accurate planning, forecasting, budgeting, and performance measurement throughout the project lifecycle. You will provide managerial and technical leadership in the development and execution of project controls processes, including cost forecasting, earned value management, cost and schedule integration, change management, and performance reporting. The Cost Manager oversees cost control systems and project controls personnel, delivering actionable project performance insights that support operational decision-making, successful project execution, and achievement of business objectives.

You will report to the Project Controls Director and be located at our Rock Hill, SC location working hybrid. A relocation package is not available.

• Lead cost management and cost accounting activities for programs within the assigned department or area.
• Prepare and direct the implementation of cost accounting methods, systems, and control processes.
• Oversee cost control systems to ensure accurate tracking and analysis of costs.
• Manage cost audits; address findings and corrective actions.
• Prepare cost accounting and financial reports for presentation to senior and executive management.
• Provide leadership to professional employees, supervisors, and technical or support staff as applicable.
• Provide technical guidance and expert direction to employees to improve the effectiveness and quality of cost deliverables.
• Develop, implement, and refine processes to support functional cost management strategies.
• Apply indepth expertise in cost management and related disciplines to resolve operational, technical, customer, or employee issues.
• Interpret business conditions and adapt work priorities and plans within own area accordingly.
• Manage the budget for the assigned area; allocate financial and staffing resources to meet operational goals.
• Develop operational plans and coordinate resources to support short and midterm goals.

• Bachelor's degree in finance, Accounting, Business, Economics, or a related discipline, or an equivalent combination of education and management and cost experience.
• 12 plus years of experience managing project budgets, forecasts, schedules, earned value metrics, and cost performance for projects or programs, as well as some supervisory experience.

We are committed to transparency and equity in all of our people practices. We estimate the base salary range for this position, which is dependent upon qualifications, to be $130,400 to $163,000 per year.
