POSITION SUMMARY

The Capture Manager, Cx Hyperscale Data Center QA/QC & Commissioning (L0L6) is responsible for developing competitive technical proposals, Statements of Work (SOWs), and accurate cost estimates for QA/QC and commissioning projects. This role owns RFP/RFQ response development, scope definition, labor/material pricing, risk analysis, and the production of clear, compliant deliverables that support winning new business while protecting margin.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Lead preparation of RFP/RFQ and bid responses, including:


  • Reading and interpreting specifications, drawings, commissioning plans, and project schedules
  • Developing end-to-end cost estimates for QA/QC and commissioning activities across L0L6 (labor, materials, subcontractors, equipment, travel, contingencies)
  • Producing tailored technical proposals, SOWs, fee summaries, pricing exhibits, and appendices
  • Coordinating with cross-functional partners to gather inputs, validate assumptions, and obtain quotes
  • Estimating manpower for commissioning phases, including commissioning document development, FWT, SAT, integrated systems testing, meetings, and coordination
  • Identifying, documenting, and quantifying scope gaps, exclusions, risks, and allowances; recommending mitigation strategies and pricing adjustments
  • Maintaining and updating estimating databases, unit rates, historical bid records, and standardized proposal templates
  • Ensuring proposal compliance with client instructions, contractual terms, and internal approval workflows
  • Supporting pre-bid meetings; clarifying requirements with owners/GCs; preparing questions for RFI/RFP clarification
  • Tracking proposal timelines and version control; capturing post-bid lessons learned; participating in bid reviews and debriefs
  • Providing input to business development strategy by analyzing win/loss trends and competitive pricing position



QUALIFICATIONS

Education/Experience


  • 5+ years of experience in proposal writing and estimating for data center construction, commissioning, QA/QC, or related MEP services (hyperscale experience strongly preferred)
  • Proven track record preparing bids for hyperscale data center projects (L0L6) or other critical facilities
  • Strong technical knowledge of data center systems, including: UPS, switchgear, generators, ATS, PDUs, mechanical chilled water/CRAC/CHW pumps, controls/BMS, fire detection/suppression, and cabling pathways
  • Proficient in reading electrical and mechanical drawings, specifications, single-line diagrams/one-lines, and P&IDs
  • Solid estimating skills, including quantity take-offs, unit pricing, labor-hour modeling, productivity factors, and contingency assignment
  • Excellent technical writing and proposal presentation skills; ability to translate technical scope into client-friendly language
  • Strong organizational skills, attention to detail, and ability to manage multiple proposals under tight deadlines
  • Strong communication and cross-functional collaboration skills
  • Bachelor's degree in Engineering, Construction Management, Finance, or related field or equivalent experience



Computer Skills


  • Advanced Microsoft Excel (cost models, pivot tables); Microsoft Word and PowerPoint
  • Familiarity with estimating software (e.g., Trimble/WinEst, ProEst, Sage) is a plus



Certificates and Licenses


  • Experience with commissioning standards and processes (ASHRAE, AABC, NEBB, BICSI) preferred
  • Commissioning Authority experience or certifications (CxA, Certified Commissioning Professional) preferred

    Physical Demands

Pay Range: $130,798 - $196,253 per year
