QUALIFICATIONS:



  • Bachelor's degree in Human Services, Public or Business Administration or related discipline. A minimum of 4 years of related employment experience may be substituted for degree requirements.
  • Minimum of 3-5 years of experience working with homeless and/or at-risk veterans and their families, preferably within a housing-focused program.
  • Demonstrated experience serving high-barrier populations, including individuals with prior evictions, limited credit history, criminal backgrounds, behavioral health challenges, or histories of chronic homelessness.
  • Excellent verbal and written communication skills, with the ability to effectively engage diverse populations, including participants, staff, landlords, and community partners.
  • Proven ability to assess high-risk participants and complex housing situations, and to develop and implement appropriate, solution-focused interventions.
  • Ability to remain calm, professional, and solution-oriented in high-stress, fast-paced environments, including high-risk field settings.
  • Willingness and ability to conduct outreach in high-risk areas, including encampments and unsheltered environments.
  • Strong interpersonal, engagement, and conflict resolution skills.
  • Excellent organizational, planning, and time management abilities, with strong attention to detail.
  • Effective problem-solving skills with a results-driven approach.
  • Working knowledge of housing systems, landlord engagement strategies, and housing placement processes preferred.
  • Experience with SSVF, HUD, VA, or local housing authority programs preferred.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Experience with HMIS, CMIS, or similar data management systems preferred.
  • Demonstrated ability to manage a high-acuity caseload, prioritize competing demands, and meet program deadlines.
  • Ability to maintain strict confidentiality of sensitive client information.
  • Must successfully pass a criminal background check.
  • Valid Nevada driver's license with a clean driving record required.
  • Bilingual proficiency in Spanish and English is an asset.
  • Veteran status preferred.


RESPONSIBILITIES:



  • Provide advanced housing navigation services to Veterans and Veteran families, with a focus on rapid placement into permanent housing and long-term housing stability.
  • Manage a high-acuity caseload of Veterans experiencing complex and multiple barriers to housing.
  • Conduct regular, in-person meetings with Veterans to support engagement and progress toward housing goals.
  • Complete comprehensive housing assessments, including evaluation of housing preferences, tenant-screening barriers, vulnerabilities, and strengths.
  • Develop individualized housing navigation plans with clearly defined goals, timelines, and measurable outcomes.
  • Assist Veterans in locating and securing housing, including unit searches, property viewings, documentation collection, and application completion.
  • Identify and address barriers to housing placement, including denials, documentation challenges, and affordability concerns.
  • Advocate on behalf of Veterans with landlords and property managers to secure housing opportunities, particularly for high-barrier participants.
  • Lead landlord engagement and outreach efforts to expand available housing opportunities within the service area.
  • Establish and maintain positive working relationships with landlords, property managers, and housing providers.
  • Conduct outreach in high-risk areas, including encampments, shelters, and unsheltered environments, to identify and engage Veterans in need of services.
  • Provide field-based services, including home visits, housing searches, landlord meetings, and outreach in unstable or high-risk environments.
  • Coordinate with Housing and Urban Development (HUD) and VA Supportive Housing (HUD-VASH) Point(s) of Contact to ensure timely and accurate documentation.
  • Collaborate with the Southern Nevada Regional Housing Authority and other housing systems to connect Veterans to appropriate permanent housing options.
  • Coordinate housing inspections, lease-up processes, and move-in logistics in compliance with program requirements.
  • Provide short-term housing stability case management following placement to support successful tenancy.
  • Facilitate transitions to HUD-VASH or other long-term service providers for ongoing case management.
  • Support Veterans in accessing non-clinical resources, including benefits, community services, and supportive programs that promote housing stability.
  • Track and monitor participant progress toward housing placement outcomes and program goals.
  • Re-engage Veterans who disengage or encounter barriers during the housing process.
  • Complete all required case management documentation, including client files, eligibility verification, vouchers, financial assistance, and services provided.
  • Maintain accurate and timely data entry in CMIS/HMIS systems and generate reports as required by grantors.
  • Ensure compliance with SSVF, HUD, VA, and agency policies, procedures, and timelines.
  • Develop and maintain collaborative relationships with community partners, referral agencies, and stakeholders.
  • Communicate professionally and in a timely manner with internal staff and external partners.
  • Conduct follow-up communication with referral sources and service providers as needed.
  • Report concerns related to abuse, neglect, or safety in accordance with agency policies and procedures.
  • Participate in team meetings, case conferences, and required trainings.
  • Provide guidance and support to team members regarding housing navigation strategies and barrier resolution, as appropriate.
  • Identify gaps in housing resources and contribute to continuous program improvement efforts.
  • Perform other duties assigned by the supervisor in support of program operations.

Must have the ability to operate a telephone, a desktop or laptop computer, as well as the ability to access and produce information from a computer, and to understand written information.
