Job Description
PURPOSE SUMMARY. Direct, manage, and oversee the operation, activities, programs of the Office of Performance and Budget Management consisting of Budget Department, Central Grant Department, and Performance Management, and Strategic Planning. Responsible for developing and formulating the County's operating and Capital Improvement budgets. Responsible for grants department including full range of activities for grant writing, submissions for new and existing projects, research to support proposals, grant compliance and administration.
ESSENTIAL DUTIES.
- Leadership, Strategic and Performance Management
- Plan, direct, manage, and oversee the daily operations of the Office of Performance & Budget consisting of Budget Department, Grant Department and Strategic Planning, and Performance Management.
- Lead the development and implementation of departmental goals, objectives, policies, and procedures to meet legal requirements and County needs.
- Develop long- and short-range strategic plans to meet evolving service demands and regional development goals.
- Ensure departmental goals, objectives, and initiatives are strategically aligned with the County's overall mission and strategic plan.
- Provide input to senior leadership to enhance service quality and contribute to interdepartmental collaboration as part of the County’s management team.
- Represent the department to committees, boards, advisory commissions, the County Commission, and the public; deliver presentations and respond to inquiries.
- Personnel & Organizational Development
- Provide leadership and guidance to staff, including assignment of work, training, supervision, and professional development.
- Administer personnel policies and procedures; conduct interviews, performance evaluations, coaching, counseling, and disciplinary actions as needed.
- Oversee performance management processes and ensure a healthy and safe work environment.
- Establish and maintain succession planning processes to evaluate key positions and develop readiness plans.
- Budget Development and Oversight
- Lead the development, coordination, and administration of the county’s annual operating and capital budgets in collaboration with departments and executive leadership.
- Prepare financial forecasts, revenue projections, and scenario models to support decision-making and long-term planning.
- Prepare and presents budget summaries, reports, and recommendations to county leadership, elected officials, and external stakeholders.
- Collaborate with county leadership to align budgeting and grant activities with organizational strategic plans and policy goals.
- Develop and recommend policies and procedures to strengthen financial governance, performance measurement, and long-term fiscal sustainability.
- Grant Administration
- Provide strategic oversight and leadership for the county’s grant administration activities, ensuring alignment with organizational priorities and compliance with regulatory requirements.
- Direct the identification, evaluation, and pursuit of grant funding opportunities; collaborates with department leaders to develop competitive proposals and ensure cross-functional coordination.
- Oversee the full lifecycle of grant-funded programs, including pre-award planning, post-award monitoring, budget administration, and closeout activities.
- Ensure county-wide compliance with federal, state, and local grant regulations, including OMB Uniform Guidance; develops and enforces policies and procedures related to grant management.
- Ensure internal controls are in place to safeguard grant funding and prevent audit findings.
- Serve as the county’s primary point of contact for grant compliance matters, funding agencies, and auditors; directs responses to monitoring reviews and grant-related audits.
- Lead training and capacity-building initiatives to strengthen department-level grant administration practices.
- Operational Efficiency & Program Evaluation
- May oversee or assist the development of the county’s strategic plan.
- Monitor and evaluate the efficiency and effectiveness of service delivery; identifies opportunities for improvement and directs the implementation of change.
- Conduct research and analysis; prepare studies, reports, and recommendations to support operational and strategic decisions.
- Design, administer, and evaluate departmental programs and services; ensure procedural and legal compliance.
- Oversee grant management, including identifying funding opportunities, coordinating application submissions, ensuring compliance with grant requirements, and monitoring performance and financial reporting to maximize funding impact and accountability.
- Interdepartmental & External Coordination
- Coordinate departmental activities with other County departments and external agencies on projects of mutual interest.
- Proactively engage with residents, vendors, contractors, consultants, and elected officials to provide information and resolve concerns.
- Regulatory Compliance & Reporting
- Monitor and evaluate legislative and regulatory activity; recommend and implement changes to ensure compliance.
- Ensure departmental operations meet or exceed all applicable federal and state regulations.
- Maintain accurate and compliant records as required by law or policy.

QUALIFICATIONS.
- Education. Bachelor’s degree from an accredited college or university in Accounting, Finance, Public or Business Administration, or a related field.
- Experience. Eight (8) years of experience of increasingly responsible work experience in finance operations, management, and administration, which includes a minimum of four (4) years of management experience.

- Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy.
- Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving record check. Must pass pre-employment credit check.

Compensation Range
$107,057.60 - $194,500.80
Salary/Compensation: $107,058 - $194,501 per year
