Overview

LMI seeks a Logistics Consultant to support a Customs and Border Protection office in the National Capital Region. Join our team of collaborative self-starters focused on delivering practical and efficient solutions to help our client keep U.S. borders safe and facilitate trade and travel. As part of our high-performing team, you will augment our vital work to provide "eyes and ears" technology to protect our nation. This position can be performed remotely. Occasional travel may be required. This position can be performed remotely, with a requirement to be on site in Washington, D.C. when requested.

Responsibilities

    Define problem statement, scope, desired operator outcomes, performance requirements, ground rules, assumptions, and evaluation criteria.
  • Identify, develop, and analyze multiple sustainment alternatives (organic, hybrid, single/dual PSI, performance-based logistics, public-private partnerships, etc.).
  • Collect, validate, and analyze authoritative data from analogous systems, cost models, supply chain sources, and stakeholder inputs.
  • Perform quantitative and qualitative analysis of mission impacts, financial costs (life-cycle cost estimates, net present value, payback periods), non-financial benefits (readiness, reliability, availability, maintainability), risks, sensitivities, and affordability constraints.
  • Evaluate supply chain risks including single-point failures, capacity gaps, long lead-time requalification, geopolitical exposure, financial fragility, obsolescence, and demand surge/shortfall scenarios.
  • Apply Integrated Product Support (IPS) elements and best-practice frameworks to assess alternatives.
  • Prepare clear, defensible BCA Report (executive summary, detailed analysis, recommendations, risk assessment, sensitivity results) suitable for senior leadership review and inclusion in Life Cycle Sustainment Plans (LCSP) or equivalent.
  • Develop briefing materials, decision support packages, and responses to senior leader / governance board questions.
  • Collaborate closely with cross-functional teams (program managers, logisticians, systems engineers, cost estimators, industrial base analysts, contracting, financial management, and warfighter/user representatives).


Qualifications

  • Master's Degree in Business Administration, Operations Research, Industrial Engineering, Logistics Management, Systems Engineering, Economics, Finance, or related field.
  • 10+ years of progressive experience in defense/government acquisition, sustainment, logistics, or life-cycle management.
  • Demonstrated experience conducting or supporting Business Case Analyses (BCA), Analysis of Alternatives (AoA), Life-Cycle Cost Estimates (LCCE), or Product Support Business Case Analyses (PS BCA).
  • Strong working knowledge of DoD / DHS federal sustainment policy.
  • Proven ability to translate complex technical and financial data into clear, executive-level recommendations and written products.
  • Excellent analytical, critical thinking, and problem-solving skills.
  • Strong written and oral communication skills; experience preparing senior-level briefings and formal reports.
  • Direct experience with Product Support Manager (PSM) processes or PS BCA execution in DoD or DHS/CBP programs.
  • Familiarity with border security / surveillance technology sustainment (sensors, towers, linear ground detection, subterranean detection systems).
  • Knowledge of industrial base / supply chain risk analysis (hidden single points of failure, geopolitical exposure, capacity constraints).
