About the opportunity

SWCA Environmental Consultants is looking for a Learning & Development Specialist (HR Title= Human Resources Specialist - Talent Development) to join our growing Human Resources department. This person is a critical part of the success of SWCA's national Talent Development program and will support the design, delivery, and administration of learning and development initiatives across the organization.

The Learning & Development Specialist will interact daily with HR partners, leaders, and employees to ensure effective delivery of development programs, from program coordination through participant experience and reporting. This person will need to be flexible in their ability to assist the overall HR group when needed - the role will require an individual who is adaptable, a creative problem solver, and able to anticipate their internal customers' needs.

Under this requisition, we may hire for the following positions:

  • Human Resources Specialist- Talent Development: Typically 1 year of related experience and expertise
  • Senior Human Resources Specialist- Talent Development: Typically 2 years of related exprience and expertise.

The position will report to our Phoenix Corporate SWCA location; however, the work can be completed remotely from any location in the United States. This is a remote, full-time, regular (with benefits), and hourly position.

What you will accomplish

  • Design and develop engaging, high-quality learning experiences, including eLearning modules, instructor-led materials, and blended learning solutions that support key organizational priorities.
  • Create visually compelling learning assets, including PowerPoint presentations, participant guides, job aids, infographics, and other digital learning resources that enhance learner engagement and understanding.
  • Apply instructional design principles to translate complex topics into clear, effective, and learner-centered content, leveraging storytelling, visual design, and adult learning best practices.
  • Partner with subject matter experts, HR Business Partners, and business leaders to design learning solutions that align with workforce needs and drive meaningful behavior change and performance outcomes.
  • Support the development and continuous improvement of training programs through content updates, redesigns, and enhancements to learning materials and delivery approaches.
  • Build and maintain eLearning content using authoring tools (e.g., Articulate Storyline, Rise, or similar), ensuring an intuitive, engaging, and accessible learner experience.
  • Contribute to the design and execution of leadership development, onboarding, early career, and technical training programs by developing high-impact supporting materials and learning assets.
  • Maintain and update content within the Learning Management System (LMS), ensuring accuracy, usability, and alignment with program objectives.
  • Support program implementation and logistics (e.g., scheduling, communications, registration, and tracking) to ensure smooth and consistent delivery of learning experiences across the organization.
  • Collaborate with internal and external partners to support development initiatives, including coordinating vendors, preparing materials, and ensuring a high-quality learner experience.
  • Track and analyze learning participation and effectiveness, using insights to iterate and improve content quality and learner engagement.
  • Serve as a resource for employees and leaders on learning programs, tools, and development opportunities.

Experience and qualifications for success

  • Bachelor's Degree in Instructional Design, Education, Human Resource Development, Organizational Development, Learning & Development, or related field.
  • 1-3 years of experience in learning and development, instructional design, or related field, with demonstrated experience creating learning content and materials.
  • Experience designing or developing eLearning, digital learning assets, or instructor-led training materials.
  • Strong visual design and presentation development skills (e.g., advanced PowerPoint, Canva, Adobe Creative Suite, or equivalent tools).
  • Familiarity with instructional design principles and adult learning theory, with the ability to translate content into engaging, learner-focused experiences.
  • Strong written and verbal communication skills, with attention to clarity, visual storytelling, and learner engagement.
  • Ability to manage multiple projects and deadlines while maintaining high-quality outputs.

Preferred Qualifications

  • Experience with eLearning authoring tools (e.g., Articulate Storyline, Rise, Captivate, or similar).
  • Experience creating graphics, multimedia assets, or video-based learning content.
  • Experience working with a Learning Management System (LMS).
  • Exposure to evaluation methods (e.g., Kirkpatrick or similar) and using data to improve learning outcomes.
  • Experience partnering with subject matter experts to design learning solutions.

An employee in this Phoenix, AZ-based position can expect an hourly rate of: Human Resources Specialist- $23.36 - $30.71; Senior Human Resources Specialist- $27.04/hr. to $35.44/hr. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
