Job Summary

Participates in the development and fulfillment of contract requirements in the purchase or sale/delivery of equipment, materials, products or services | Evaluates contract compliance and advises others on contractual rights and obligations | Requests or approves amendments to contract terms or contract extensions | Prepares bids or requests for proposals (RFPs), including specifications and requirements; negotiates contract terms and participates in the determination of acceptable bids

Essential Functions

  • Directs all activities in the organization's contracts administration function.
  • Oversees the preparation and administration of bids, proposals, negotiations, and contracts that follow company policies and legal requirements.
  • Directs the contracts administration staff and guides compliance with complex contractual and regulatory requirements.
  • Manages and develops policies and processes that govern the contract administration staff and provides guidance on contract terms and the assessment of contract proposals.
  • Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations.
  • Provides strategies on the negotiation of complex or high-value contracts.
  • Leads and directs the work of other employees and has responsibility for personnel actions including hiring, performance management, and termination with concurrence from HR & Senior Leadership.



Additional Responsibilities

  • Manages and implements capture strategy to identify competitive advantages and secure contracts
  • Tracks and manages multiple capture opportunities, ensuring timely action and resource allocation
  • Build and maintain strong relationships with new and existing customers, partners, and suppliers


Required Qualifications

  • Required education and experience: Associate's Degree and 12-15 years' experience OR Equivalent Combination of Relevant Education &/or Experience
  • Critical professional related technical skills; computer skills: Proficient in Microsoft Office (Excel, Word, PowerPoint)


Preferred Qualifications

  • Preferred education and experience: Bachelor's Degree
  • Discipline/Major: Business or relevant degree preferred
  • Additional certifications: NCMA Certified Professional Contract Manager (CPCM) preferred
  • Knowledge, skills & abilities: Oral and written communication skills. Leadership skills. Contract compliance. Contract lifecycle management. Contract negotiation. Contracts management & administration. Contract review. Contracting terms and conditions. Contract management software. Capture Strategy and Management.
  • Other: Government contracts experience preferred


Physical Requirements

  • Must be able to remain in a stationary position at a desk and/or computer for extended periods of time.
  • Work primarily in a climate-controlled environment with minimal safety/health hazard potential.


Travel Requirements

25-50% travel likely.
