Location(s): Austin, TX

Job Summary:
Texas Health and Human Services Commission is seeking a Systems Analyst 3 / Data Engineer to support the development and enhancement of the Performance Management & Analytics System (PMAS) data integration hub. The role involves ETL development, data integration, Snowflake SQL development, Informatica automation, dimensional modeling, and agile-based data engineering activities.

Key Responsibilities:

• Lead and support agile data engineering initiatives.
• Develop and maintain ETL mappings/workflows using Informatica Power Center or IICS.
• Acquire and integrate data from multiple sources including Oracle, SQL Server, Excel, Access, and Adobe PDF.
• Design and optimize complex Snowflake SQL scripts.
• Create database views and materialized views.
• Build automation for data acquisition and transformation.
• Participate in sprint ceremonies and collaborate with architects and engineering teams.
• Develop technical documentation, diagrams, and specifications.
• Support testing, deployment, validation, and operational enhancements.
• Analyze business requirements and recommend technical solutions.
• Assist with CI/CD, validation automation, and troubleshooting.

Required Skills:

• 8+ years Informatica Power Center or IICS ETL development.
• 8+ years data integration from multiple technologies/sources.
• 8+ years Snowflake SQL scripting and optimization.
• 8+ years experience in data warehousing, analytics, or performance management systems.
• Strong analytical, problem-solving, and system analysis skills.
• Technical documentation and modeling expertise (Visio, Erwin, MS Office, MS Project).
• Experience delivering enterprise software platforms.
• Strong coding and software development best practices.

Preferred Skills:

• Agile/Scrum team experience.
• Healthcare or HHS agency experience.
• Experience handling PII/PHI data.
• Python scripting.
• JIRA.
• REST/SOAP web services.
• Java and JavaScript.
• GitHub/GitHub Actions CI/CD pipelines.
• MuleSoft development.
• AI tools such as Snowflake Cortex, Snowflake Intelligence, or Informatica Claire.
• Understanding of security principles in healthcare data environments.

Preferred Qualifications:

• Bachelor's degree in Computer Science, Information Systems, Business, or equivalent experience.
• Strong communication and multitasking abilities.
