Job Title: Business Analyst 3

Location(s): Richmond, VA
(Hybrid: Onsite at least 1 day/week)

Key Responsibilities:

  • Support application and data migration initiatives within the Office of Epidemiology (OEPI).
  • Gather and document business and technical requirements.
  • Conduct GAP analysis, process mapping, and workflow documentation.
  • Facilitate meetings, project calls, status updates, and stakeholder coordination.
  • Collaborate with state and federal partners including VITA and CDC.
  • Create user stories, acceptance criteria, test plans, and testing documentation.
  • Assist with UAT, training materials, implementation, and maintenance support.
  • Maintain project tracking using MS Office, SharePoint, MS Project, and Teams.
  • Assist with security-related documentation and compliance activities.

Required Experience:

  • 7+ years in Business Analysis, project coordination, and requirements gathering.
  • Strong experience with SDLC methodologies including Agile, Waterfall, and Iterative.
  • Expertise in process mapping, procedural writing, and stakeholder management.
  • Strong facilitation, communication, analytical, and organizational skills.
  • Experience with testing, QA processes, and change management.
  • Bachelor's degree in IT, Information Systems, Computer Science, or equivalent experience.

Desired Experience:

  • Knowledge of relational databases, data modeling, ETL concepts/tools.
  • Healthcare information systems or disease surveillance systems experience.
  • Experience coordinating application development projects.
  • Familiarity with Virginia security standard SEC 530.

Important Notes:

  • Candidates must permanently reside in the US.
  • Local Richmond, VA candidates preferred.
  • Must be willing to interview onsite.
  • Must work onsite at least one day per week.
  • Parking is not provided.
