At Ports America, the Operations Manager is responsible for the effective planning, execution and supervision of the duties associated with terminal operations and staff. This includes ensuring efficient, safe and productive operations for customers, terminal area, warehouse and cargo. This role is also responsible for the development and achievement of operational and financial goals and objectives, the development of management peers and staff and holding ILA union labor accountable for safety, goals and objectives.

ESSENTIAL DUTIES



  • Provide reliable service to internal and external customers as it relates to the operation.
  • Effectively manages and directs the work activities of management, staff, labor, foreman and other personnel; ensuring performance expectations and customer needs are met.
  • Develops short range business plans designed to achieve company goals and objectives while operating within approved fiscal budget.


  • Determines the amount of labor needed for each day and ensures labor is ordered appropriately.
  • Makes decisions affecting overtime cost and general expenditures and ensures they are made in the best interest of our company and customers.
  • Determines additional staffing / labor needs and contacts union hall in advance, ensuring cost-effective staffing and availability.
  • Ensures payroll accuracy and makes appropriate changes as needed.
  • Identify areas of cost reduction and leads and support process improvement initiatives.
  • Direct the preparation of daily, weekly, and monthly statistics for productivity and other operational and financial reports, analyzing same to trends in order to identify areas for improvement.


  • Actively champions and manages the company's safety program ensuring that all labor and staff comply with accident prevention / safety programs and procedures, and develops same as necessary.
  • Reviews safety trends and incorporates corrective measures.
  • Develops, reviews and approves efficient operational plans for all departments including terminal and any other operations.
  • Works closely with Ports America Maintenance Department to ensure the appropriate equipment allocation meets operational demands.
  • Maintains positive relations with labor and union officials and that the Collective Bargaining Agreements are understood and followed.
  • Counsels and disciplines Foremen, Supervisory Clerks, Delivery Clerks and or any ILA personnel when necessary.
  • Ensures union leadership enforces collective bargaining agreements and works in the best interest of the company.
  • Investigate labor relation matters and assist in adjudicating all complaints filed through the local labor association and up to arbitration.
  • Responsible for attending Labor Relation Committees for grievances that have been filed and expected to follow up on decisions and inform peers and direct managers of outcome.
  • Provide regular training and feed-back to labor and management staff.
  • Participates in the interviewing and selection process for steady labor and management staff.
  • Communicates areas of accountability and performance expectations to labor and management staff.
  • Develops, communicates, maintains and improves operating and administrative procedures (consistent with area procedures and objectives) designed to provide required information and facilitate internal practices.
  • Ensure that all company policies, procedures and controls are followed and that required reports are completed accurately, submitted on time to appropriate staff, customers and other designated personnel, and that appropriate staff and labor have a full understanding of these procedures.
  • Practice management 'by walking around' to observe and obtain feedback about conditions, issues, and general environment.

    Minimum Qualifications:



    • Bachelor's Degree in Marine Administration, Transportation, Operations Management, Engineering or related discipline

      • An equivalent combination of education and experience may be considered


    • 5+ years of experience in Terminal Operations, Warehouse or closely related field.
    • Experience with computerized operating systems that will support the marine and terminal operation.


    • Valid driver's license and ability to
    • Knowledge of safety and accident prevention codes and regulations.


    Preferred Qualifications:



    • Advanced level of verbal and written communication skills in addition to effective interpersonal skills.
    • Excellent analytical skills, including the ability to extract and analyze data.
    • Ability to make effective presentations.
    • Demonstrated leadership managing union contracts and union labor.
    • Knowledge of and commitment to safety and accident prevention, safety codes and regulations, and related industry governmental regulations.
    • Knowledge and understanding of cargo stowage and stability
    • Working knowledge of managerial and leadership principles, with the ability to influence other management team members.
    • Thorough knowledge or principles of terminal and vessel operations.


    Physical Working Attributes:



    • Climb up and down a ladder on a vessel multiple times within a shift.
    • Work in changing hot and cold climates based on weather conditions.
    • Work in an environment that may be hazardous to persons unable to see and hear fast moving equipment.
    • Lift, push, and or pull up to 50lbs
    • Flexibility with scheduling due to workload and staffing needs, including days, nights, weekends, and holidays as necessary.
