Job Description

Kearney & Company is seeking a Management Analyst to join our growing firm. Duties include but not limited to:

  • Provide support to ensure conformance with work requirements associated with accounting, resource allocations, internal management controls, business process improvements, performance measurements, contract deliverables, and all other procurement requirements.
  • Review acquisition policies and procedures to ensure the EPMU's acquisition program follows federal regulatory requirements.
  • Obtain resource materials and research current guidance and information from entities such as Office of Management & Budget (OMB), RFO, Office of Federal Procurement Policy (OFPP), DHS or other regulatory bodies to assist with the development and delivery of sustainable and current procedures for dealing with the myriads of issues related to acquisitions.
  • Serve as an expert and technical source for interpreting acquisition policies and procedures and offers sound advice to mediate or address current issues within the acquisition realm.
  • Serve as a point of contact for Acquisition Policy and Compliance Staff to assist in responding to United States Government Accountability Office (GAO) and DHS Audit Findings, GAO protests or audits or other entities' queries.
  • Support the EPMU Contract and Acquisitions (CAS) staff with issues or questions by researching and providing accurate and viable guidance on methods and paths to successful adjudication of issues or queries.
  • Provide support in implementing business processes and document procedures to engage relationships with OAQ and other relevant programs.
  • Provide support in establishing policies and procedures for contract formulation and administration and evaluating and prioritizing ICE IT investments.
  • Provide expertise to support the EPMU CAS Team with consistent management and implementation of new strategies of the EMPU Acquisition Portfolio.
  • Provide Schedule Management support for internal EPMU business analysis and reporting.
  • Support the creation of reports and analytical dashboards using analytical tools to meet the needs of the EPMU acquisition and financial portfolio.
  • Support creation and maintenance of analytical dashboard to monitor metrics, data quality, assist with acquisition and financial management, and ensure the data integrity of requirements management system.
  • Support the coordination of artifacts for the Microsoft (MS) SharePoint acquisition and financial documentation repository. This includes archive, recovery, and master documentation repository duties.
  • Support the development and management of a consistent, traceable method of tracking requirements, documents, and schedule management process.
  • Support and develop a revised internal web site. Manage the content and information on the website to communicate success and services for EPMU.
  • Provide scribe services in support of CAS and Contracting Officer Representative (COR)/Alternate Contracting Officer Representative (ACOR) meeting minutes and action item lists, schedule meetings, and maintain calendars.
  • Prepare ad hoc financial reporting and action correspondence as required
  • Create and maintain summary statistics on the kinds, costs, numbers, and timing of services ordered.
  • Support creation of a dashboard to oversee, maintain, and report contractor personnel per contract, on and off board tasks, and status of clearance per contractor.
  • Provide recommendations to address any procurement acquisition lead time (PALT) schedule or cost variances associated with EPMU acquisition project planning and project risk.
  • Maintain an integrated master schedule (IMS) of all current and future contracts, critical milestones for each order, and expected delivery dates for the desired capability.
  • Serve as a focal point for identification and tracking of issues and risks.

Qualifications

  • Bachelor's degree from an accredited university.
  • Minimum 3 years of relevant and recent experience.
  • Proficient in the following Microsoft applications: Word, Excel, PowerPoint, Outlook
  • Ability to communicate effectively, both orally and in writing
  • Ability to conduct research and analysis of data
  • Ability to read and interpret policy, regulations, and directives
  • Working and development of Tableau dashboards experience
  • Ability to obtain and maintain Suitability clearance or higher (requires US Citizenship)

The expected salary range for this position is between $69,000 and $105,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
