Rutgers, The State University of New Jersey is seeking a Benefit Business Systems Analyst for the
UHR Benefits & Wellness department. This role will serve in an internal consultant capacity as one of the primary interfaces between the
UHR Benefits team,
HRIS, Payroll,
OIT and other
HCM/Payroll stakeholders. The Business Systems Analyst will work with both the Benefits and
HRIS groups to assist with support, maintenance and problem resolution related to all benefits related functions. This functional expert will be the primary point of contact for the Benefits Director and will be expected to assess the processes for streamlining opportunities and implementing solutions.
Among the key responsibilities of the position are the following:
- Facilitate the implementation of strategic technical solutions.
- Assess business processes for efficiency and opportunities for streamlining and automation, including system-wide process solutions, while maintaining compliance with statutory, regulatory, policy and negotiation requirement agreements.
- Review interfaces and create ad-hoc queries and develop audits to identify root cause of process inefficiencies.
- Responsible for the configuration, maintenance, and technical support of HR benefit systems, primarily within PeopleSoft 9.1 and Oracle HCM Cloud.
- Ensure system readiness, data integrity, and compliance through collaboration with HR, IT, and other stakeholders.
- Support strategic decision-making and ensure adherence to internal policies and regulatory
standards through data integrity, analytics, and reporting. - Partner with Benefits Director and Assistant Director to facilitate collaboration across Benefits and Enrollment, HRIS, Payroll and OIT to gather requirements, communicate system needs, and deliver effective solutions.
- Ensure alignment of HRIS capabilities with organizational goals.

Qualifications
| Minimum Education and Experience |
- Bachelor's degree in Information Systems, Human Resources, Business Administration, or a related field.
- At least five (5) years of experience as a Business Analyst or Systems Analyst within HRIS or a related domain.

- Deep understanding of HR processes, data structures, and enterprise systems, with the ability to translate complex business requirements into scalable technical solutions.
- Extensive experience with HR systems such as Oracle HCM, Workday, SAP SuccessFactors, and ADP.
- Proven track record in system implementations, integrations, and data analysis.
- Proficiency in SQL, Microsoft Excel (including advanced functions such as VLOOKUP and macros), and reporting tools (e.g., PeopleSoft Query Manager, Power BI, Component Interface).
- Strong understanding of database design, effective-dated logic, and system architecture.
- Demonstrated ability to analyze system requirements and translate them into functional specifications.
- Direct experience with employee benefit system modules, including configuration, system testing, test plan development, and functional documentation.
- Excellent communication skills-oral, written, and interpersonal-with the ability to engage both technical and non-technical stakeholders.
- Ability to work independently and prioritize tasks to meet deadline.
- Strong organizational and time management skills, with the ability to prioritize and manage multiple tasks in a dynamic environment.
- Skilled in stakeholder engagement and serving as a liaison between business units and IT teams.
- Ability to work collaboratively in cross-functional teams and maintain diplomacy in stakeholder interactions.
- High attention to detail and critical thinking skills, with a focus on data integrity and compliance.

| Preferred Qualifications |
- Experience in higher education, healthcare, or large enterprise environments.
- Background in supporting unionized workforces and interpreting collective bargaining agreements (e.g., CNA agreements).
- Prior involvement in HR system upgrades, cloud migrations, or enterprise-wide implementations.
- Familiarity with Agile or hybrid project management methodologies.
- Experience with PeopleSoft HRMS 9.1 specializing in Benefits Administration.
