Position Highlights

The Sonoran Center for Excellence in Disabilities at the University of Arizona seeks a Training and Technical Assistance Coordinator to lead statewide implementation support for Employment First initiatives, including Supported Employment and Customized Employment service implementation. This position is responsible for designing, coordinating, and implementing training and technical assistance systems that support Vocational Rehabilitation staff, Community Rehabilitation Providers, supervisors, state partners, and community stakeholders in applying evidence-informed employment practices. Working with considerable independence, the Training and Technical Assistance Coordinator will supervise regional implementation staff, guide technical assistance strategy, monitor implementation progress, support data-informed decision-making, and develop tools, resources, and processes that strengthen service quality across Arizona. This role requires significant collaboration with state agencies, provider organizations, Tribal partners, and internal Sonoran Center teams to support systems change, statewide service implementation, and improved employment outcomes for people with disabilities.

Duties & Responsibilities

Statewide Implementation Leadership and Team Supervision:

  • Lead and coordinate statewide implementation of training and technical assistance activities for Employment First, Supported Employment, Customized Employment, and related employment initiatives.
  • Identify statewide implementation needs, resolve barriers, and determine appropriate technical assistance strategies.
  • Coordinate with project leadership to align staffing, resources, timelines, and deliverables with statewide implementation goals.
  • Support project staff in building and maintaining relationships with Vocational Rehabilitation, Community Rehabilitation Providers, Tribal partners, families, job seekers, and other stakeholders.
  • Supervise project staff, provide coaching, work direction, establish priorities, coordinate staff assignments, and monitor performance to ensure the team is applying consistent, high-quality practices across regions.

Training and Technical Assistance Strategy and Delivery:

  • Develop, implement, and refine statewide training and technical assistance strategies for providers and Vocational Rehabilitation (VR) staff on Supported Employment, Customized Employment, Employment First, Competitive Integrated Employment, service selection, documentation, and implementation expectations.
  • Lead or co-lead training sessions, workshops, webinars, communities of practice, cohort-based learning activities, and supervisor development sessions.
  • Provide advanced technical assistance to providers, VR staff, supervisors, and partners on implementation challenges, service quality, employment practices, and systems coordination.
  • Translate complex service requirements and disability employment practices into training and technical assistance resources for varied audiences.
  • Identify trends in technical assistance needs and develop responsive strategies, tools, and training content to strengthen statewide implementation.

Project Implementation, Systems Coordination, and Partner Engagement:

  • Coordinate complex project activities across multiple partners, timelines, deliverables, and implementation phases.
  • Serve as key liaison with Vocational Rehabilitation staff, Community Rehabilitation Providers, Managed Service Provider partners, Tribal Vocational Rehabilitation programs, state agencies, and community organizations to support system alignment.
  • Develop and maintain implementation processes that support clear communication, expectations, and timely completion of project activities.
  • Facilitate collaborative problem-solving with partners to address implementation barriers and support adoption of new employment service models.
  • Contribute to strategic planning and continuous improvement activities that strengthen Arizona's employment service system.

Data, Reporting, and Continuous Improvement:

  • Monitor training, technical assistance, implementation progress, provider engagement, and service quality indicators, drawing on documented activity and outcomes, to inform statewide decision-making.
  • Prepare summaries, dashboards, reports, presentations, and recommendations for project leadership, VR partners, and other stakeholders.
  • Use data and implementation feedback to identify trends, recommend improvements, and guide adjustments to statewide training and technical assistance strategies.

Resource Development, Communication, and Information Dissemination:

  • Lead development of written and online resources, tools, guidance documents, training materials, presentations, technical assistance manuals, and implementation supports for varied statewide audiences.
  • Ensure resources are accessible, practical, and responsive to the needs of providers, VR staff, supervisors, and community partners, and align with Employment First principles.
  • Drive consistent messaging and dissemination strategy for Employment First, Supported Employment, Customized Employment, and Competitive Integrated Employment initiatives, aligned with Sonoran Center and University of Arizona expectations.

Knowledge, Skills & Abilities:

  • Knowledge of adult learning principles, professional development strategies, technical assistance models, and workforce capacity-building approaches.
  • Knowledge of systems change service implementation, provider capacity building, and quality improvement practices.
  • Skill in developing, implementing, and evaluating training and technical assistance strategies for varied audiences.
  • Skill in supervising staff, coordinating team assignments, monitoring performance, and supporting staff development.
  • Skill in leading complex projects involving multiple partners, competing priorities, and statewide implementation timelines.
  • Skill in facilitating meetings, trainings, workgroups, technical assistance sessions, and collaborative problem-solving discussions.
  • Skill in communicating complex information clearly and accessibly to VR staff, providers, supervisors, state partners, and community stakeholders.
  • Ability to exercise considerable independence in determining implementation priorities, technical assistance approaches, and solutions to complex service delivery challenges.
  • Ability to build and maintain effective relationships with state agencies, provider organizations, Tribal partners, community organizations, and disability stakeholders.
  • Ability to analyze implementation trends, identify barriers, recommend improvements, and contribute to data-informed decision-making.
  • Ability to develop practical tools, resources, guidance documents, and training materials that support consistent statewide implementation.
  • Ability to support inclusive, culturally responsive, and person-centered employment practices for people with disabilities.

Minimum Qualifications
  • Bachelor's degree or equivalent advanced learning attained through professional level experience required.
  • Minimum of 8 years of relevant work experience, or equivalent combination of education and work experience.
Preferred Qualifications

  • Eight years of relevant work experience or a combination of 8 years of relevant work experience and academic learning.
  • Experience coordinating projects or initiatives involving multiple partners or stakeholders and supporting program implementation, timelines, and deliverables.
  • Experience supervising staff, coordinating team activities, or providing work direction to support successful project implementation.
  • Experience working with disability service systems, workforce development programs, or community organizations, including collaboration with Vocational Rehabilitation and community providers.
  • Experience supporting employment initiatives for individuals with disabilities, including familiarity with Employment First or competitive integrated employment practices.
  • Experience working with or engaging rural, Tribal, or under-served communities in Arizona.
  • Experience coordinating or supporting training and technical assistance activities, including organizing training events, facilitating learning sessions, tracking technical assistance requests, and supporting development of training materials or resources for partners or service providers.
