Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $136,600 to $165,000/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $136,600 to $267,600/year.

Learn more about the benefits of working at UC Brief Summary of Job Duties: Under the general direction of the Associate Controller, the Business Operations & Administration Manager provides leadership and oversight for administrative operations, budget management, internal controls, organizational initiatives, and operational support functions across Business and Financial Services (BFS) and the Finance and Resource Management (FARM) division. The Manager serves as a member of the BFS leadership team and works closely with the Controller, Associate Controller, and FARM leadership to support divisional goals and campus priorities. The position is responsible for ensuring efficient, compliant, and customer-focused administrative operations through effective planning, resource management, process improvement, and operational oversight. The Manager oversees administrative services supporting BFS and FARM, including human resources coordination, budget monitoring, office management, facilities and space coordination, employee development, and organizational communications. The position also coordinates internal control activities, audit responses, compliance monitoring, and financial systems access administration to promote accountability and safeguard university resources. In addition, the Manager leads special projects and strategic initiatives, develops recommendations to improve operational effectiveness, and represents BFS and FARM on campus and systemwide committees and workgroups related to areas of responsibility. Required Qualifications:
Preferred Qualifications:
- 7-9 years Prior experience managing business operations, administration, or financial services within a higher education institution or large public-sector environment.
- 4-6 years Specific experience administering Statement of Auditing Standards (SAS 115) and Office of Management and Budget (OMB) compliance controls.
- 4-6 years Familiarity with managing enterprise financial systems, user provisioning workflows, and service management platforms like Jaggaer or ServiceNow.
- Professional certification preferred.

Job Functions and Percentages of Time:
- 25% Leadership and Operations Management - Provides leadership, guidance, and oversight for administrative operations supporting BFS and FARM division. Serves as a key advisor to senior leadership on operational effectiveness, resource management, and organizational priorities. Key Functions: -Provide operational oversight for the Controller's Office administrative team, ensuring efficient execution of services supporting the division. -Supervise professional administrative staff, including workload management, performance evaluations, coaching, and professional development. -Establish operational goals, performance metrics, and service standards that support divisional objectives. -Foster a collaborative, customer-focused environment that promotes accountability, engagement and continuous improvement. -Lead team meetings, including agenda development, topic coordination, and systematic follow-up on action items. -Serve as a resource and advisor to leadership regarding administrative operations, staffing strategies, and process improvements.
- 20% Strategic Planning and Analysis - Supports division planning efforts through budget monitoring, resource management, data analysis, and operational planning. Contributes to long-term planning while actively participating in campus- and system-wide initiatives. Provides information and recommendations to support leadership decision-making. Key Functions: -Partner with the Controller and Associate Controller on short- and long-term planning initiatives.. -Analyze workload metrics, service demands, and operational data to identify trends, capacity requirements, and optimization opportunities. -Prepare budget projections, variance analysis, and management reports. -Monitor divisional budgets, staffing allocations, and resource utilization. -Participate in university-wide initiatives, task forces, and committees to share expertise, promote best practices, and align localized strategies with broader university objectives. -Support planning and execution for organizational changes, new campus initiatives, and evolving regulatory requirements.
- 20% Internal Controls, Audit, and Compliance - Coordinates internal control, audit, compliance, and operational risk management 10activities that support accountability, safeguard university resources, and promote compliance with university policies and regulatory requirements. Key Functions: -Serve as a primary internal control policy and program advisor for the campus; interpret federal, state, and university regulations. Consequences of error include significant financial and reputational damage to the campus. -Conduct comprehensive reviews of campus departments, evaluating processes, policies, technical systems, and organizational structures to identify and mitigate operational weaknesses. -Manage and track internal and external financial audit comments for BFS; coordinate formal audit responses in partnership with the Controller and unit managers. -Administer and maintain Statement of Auditing Standards (SAS 115) and Office of Management and Budget (OMB) controls documentation, ensuring records are accurate, complete, and continually updated. Consequences of error include adverse campus audit findings, severe financial penalties, and/or lowered institutional credit ratings. -Promote financial ethics, values, and accountability through proactive campus communications and targeted training frameworks. Collaborate directly with Internal -Audit and Advisory Services to develop annual internal audit plans. -Direct and oversee the campus financial system user provisioning team. Ensure role assignments, deprovisioning workflows, and access queues strictly adhere to security controls. Supervise system audits, ServiceNow queues, and validation protocols for platforms including Jaggaer and enterprise financial tools.
- 25% FARM Administration and Human Resources - Directs administrative operations and human resources support activities across the Finance and Resource Management (FARM) division to ensure effective service delivery, workforce support, and operational efficiency. Key Functions: -Oversee divisional human resources administration, including recruitment, onboarding, employee relations coordination, performance management support, leaves administration, and workforce planning. -Provide guidance to managers and supervisors on personnel-related matters and university policies. -Support employee development through training, mentoring, and professional growth opportunities. -Direct office operations and administrative services, including facilities coordination, space planning, purchasing, travel administration, equipment management, and related support functions. -Ensure divisional communications and administrative processes support compliance, transparency, and operational effectiveness.
- 10% Special Projects and Organizational Initiatives - Leads special projects and strategic initiatives that support divisional priorities, operational effectiveness, and continuous improvement. Key Functions: -Lead special projects on behalf of the Controller, Associate Controller, and FARM leadership. -Coordinate cross-functional initiatives involving Finance, Procurement, Human Resources, Risk Management, and Information Technology. -Develop project plans, timelines, and implementation strategies. -Conduct operational assessments and recommend process improvements. -Support organizational change management efforts and implementation of new business processes. -Prepare executive-level reports, presentations, and recommendations for leadership.
