Job Title: Business Analyst 3

Location(s): Austin, TX

Role Summary
Seeking a senior-level Business Systems Analyst to support technology initiatives involving system modernization, business process improvement, data analysis, requirements management, and SDLC delivery. The resource will act as a liaison between business/program stakeholders and technical teams, translating complex business needs and calculations into clear functional, technical, data, and integration requirements.

Key Responsibilities
  • Elicit and analyze business requirements, user needs, workflows, pain points, and system capabilities.
  • Lead requirements-gathering sessions, including JAD sessions, interviews, document analysis, surveys, use cases, workflow analysis, and product analysis.
  • Translate elicitation results into:
    • Business and functional requirements
    • Technical/system requirements
    • User stories and use cases
    • Software Requirements Specifications (SRS)
    • Data requirements and definitions
    • Wireframes and mockups
  • Analyze complex data and business logic to ensure calculations, processing rules, and reporting requirements are accurately documented and validated.
  • Validate system behavior against functional, technical, data, and integration requirements.
  • Support solution design and implementation decisions.
  • Participate throughout the SDLC and support post-implementation enhancements.
  • Manage requirements and change control using tools such as Jira and Modern Requirements.
  • Track and communicate requirements status and project progress.
  • Collaborate with developers, architects, vendors, infrastructure teams, and business stakeholders.
  • Mentor peers and promote BA best practices.
  • Work independently while following organizational standards and applicable technology guidelines.
Required Skills & Experience
  • 8+ years of experience with relational database concepts and understanding how applications store and access data.
  • 8+ years analyzing data used in system processing and reporting to identify issues and document business/system logic.
  • 8+ years of experience using SQL or query tools at a basic-to-intermediate level for data retrieval, validation, and reconciliation.
  • 8+ years leading requirements elicitation meetings and developing clear, well-written system and technical requirements.
  • 8+ years documenting data requirements, business rules, validation logic, and data definitions.
  • 5+ years demonstrating strong communication and facilitation skills.
  • 5+ years demonstrating strong technical/business writing and organizational skills.
  • 5+ years collaborating with developers, architects, vendors, and infrastructure teams throughout the SDLC.
  • 3+ years supporting large-scale or complex IT projects involving multiple stakeholders.
Preferred Qualifications
  • 3+ years of documented experience with Atlassian Jira.
  • 3+ years of documented experience with Modern Requirements.
  • 2+ years of experience working for or closely with a state/federal/local education agency or an education-sector vendor.
  • Experience supporting education-sector technology initiatives, data systems, reporting, or modernization projects is highly desirable.
Ideal Candidate Profile
The ideal candidate is a senior BSA with strong requirements engineering, data analysis, SQL, and stakeholder facilitation experience. They should be comfortable translating complex business rules and data logic into precise requirements and working closely with technical teams through the full SDLC. Experience with Jira, Modern Requirements, and education-sector environments will provide a significant advantage.
