Senior Construction Specialist - Central Construction

Overview

The Senior Construction Specialist provides expertise for the development of bid packages, work processes, methods, specifications, documents and field support on construction projects. The position will encompass all Construction Disciplines. The Senior Construction Specialist maintains direct lines of communication with all company organizations to ensure projects are complete safely and consistent with environmental regulations. The incumbent coordinates the activities of the department to ensure projects are on schedule and under budget to support the department, and user departments priorities.

Responsibilities

• Adhere to Company and Governing Agency Policies assuring that all work is conducted without causing injury or illness to Company Employees, Contractors or the public. Must be aware of and comply with all pertinent laws and company rules, policies and work practices.
• Adhere to Company and Governing Agency Policies assuring Environmental excellence by performing all work in a professional manner, in accordance with the highest standards of environmental protection and control.
• Participate in Engineering Package development by reviewing of Scoping Document, participating in initial field walks for project scoping, reviewing midpoint and subsequent drawing & specification packages, perform necessary field walks to determine accuracy of construction package.
• Provide comments that would impact construction, such as Environmental Health & Safety (EH&S) requirements, government agency permit requirements, identify long lead equipment & permits. Assist Chief Construction Inspectors, Inspectors to initiate field survey, subsurface review, test pits, EH&S sampling and coordinate as necessary.
• Review, with the construction project team, the entire 100% package (drawings and specification) for constructability. Support review of Engineering estimate and final appropriation with Construction Manager & project team.
• Develop high level Construction Milestone schedule, to be included in overall project schedule and in support of project management.
• Identify other organizations that will impact construction activities; ie..Construction Services, Transmission Ops, facilities, etc. Develop Bid Package by confirming available funding and generating a funding request statement, creating special conditions that encompass schedule milestones, general contract requirements, coordination required with internal/external customers, & site logistics requirements.
• Develop an oracle requisition, review approved bidders list, provide bid documents, perform field walks, track and respond to Q/A's and provide clarifications during bid process, conduct fact finding meeting and pre-award meeting. Conduct a project document turnover with the construction project team. Assist and guide in submittal, RFI, and issue resolution for clarification of bid and scope documentation. Review changes to contracts for funding, scope, schedule impacts.
• Develop and update contract cash flow with field representatives using performance statement.
• Develop mid-month forecast and month end % complete of work to support CCI in providing updates associated with cost management, month end accruals.
• Develop and track forecast vs actuals at project level.
• Review CWE with Project Managers, Construction Managers & Project Team.
• Provide construction oversight, planning, and project execution support by guiding field representatives on baseline schedules, weekly updates, closeout requirements (punch lists, permits, payments, commissioning, turnover, and lessons learned), attending customer/contractor meetings for critical activities and major scope changes, conducting field visits and job briefings, verifying craft reports and labor hours, coordinating agency meetings, serving as a public liaison, and reporting significant project activities.
• Support operational excellence, compliance, and continuous improvement through periodic review and training on Con Edison procedures and policies, evaluation of audit findings and implementation of recommendations, participation as a subject matter expert on construction processes and improvement initiatives, and promotion of a Zero Accident Culture, Diversity & Inclusion, cost management, operational excellence, and customer experience.
• Strengthen organizational performance and workforce development by maintaining effective communication with senior management and stakeholders, supporting Construction Managers and General Managers with KPIs, metrics, presentations, and departmental initiatives, evaluating team performance and resource needs, contributing to budgeting, training, safety and environmental programs, assisting in career development of CCI and union personnel, and performing additional duties as assigned to support departmental success.

Qualifications

• Bachelor's Degree and 3 years full-time field construction, construction management, project management or site superintendent experience or
• Associate's Degree and 6 years full-time field construction, construction management, project management or site superintendent experience or
• High School Diploma/GED and 8 years full-time field construction, construction management, project management or site superintendent experience.

• Bachelor's Degree in Engineering, Environmental Sciences or Construction Management or Business Management and 3 years full-time field construction, construction management, project management or site superintendent experience.

• Minimum construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc. as stated above, Required
• Extensive knowledge, strong background and subject matter expertise in Construction Management, Required
• Excellent organizational, interpersonal and communication skills (verbal and written), Required
• Experience in the review and implementation of contract specifications, drawings, scheduling, and planning, Required
• Experience and working knowledge of construction specifications and procedures, Required
• Knowledge/experience with environmental work, asbestos, lead, PCB's, soil remediation, etc, Required
• Working knowledge of Construction operations software applications, Preferred
• Experience as a supervisor or manager, Preferred

• Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
• Ability to travel to company locations to work on storm restoration and heat contingencies
• Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
• Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure

• The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
