Job Description

SUMMARY

The Bridge Center at the Public Health Institute (PHI) works across the health care system to expand access to low-barrier addiction treatment and sexual and reproductive health care, and to advance health equity. CA Bridge, our largest program, has supported more than 290 hospitals over the last seven years to implement medications for addiction treatment (MAT) in the emergency department (ED) based on the CA Bridge model for 24/7 low-barrier access to evidence-based addiction treatment. CA Bridge is now implementing CA Bridge Connect, a helpline that connects people struggling with opioids and other substance use with trained substance use navigators for support to immediately start MAT.

Our programs span emergency and community-based settings, addressing addiction treatment, infectious disease, and sexual and reproductive health. The National Expansion Project builds capacity for emergency department-based MAT across the country; EMS Bridge extends low-barrier MAT to paramedics; the ED Syphilis/HIV/HCV Screening Program supports emergency departments to implement routine opt-out screening and linkage to care; and Access Bridge increases access to contraception and treatment for pregnancy emergencies from the ED.

POSITION OVERVIEW

Bridge is hiring a Navigation and Education Manager to work with our National team. In this role, the Navigation and Education Manager will lead day-to-day planning, coordination, and implementation of navigation-focused programming across the National team's portfolio. Additionally, this role will support the development and implementation of curricula for a range of audiences and settings across the substance use and crisis care continuum. Strong project management expertise will be necessary across these tasks. The successful candidate will work with a range of team members and external partners, supporting innovative work that improves care for people when they need it most.

The full salary range for this position: $79,333 to $115,098 per year. The typical hiring range for this position is from $79,333 (minimum) to $97,216 (midpoint). The starting salary is determined based on the candidate's knowledge, skills, experience, and budget availability.

Important Information

  • This is a full-time 1.0 FTE position with a schedule of 40 hours per week. This is currently a time-limited, 6-month position with the possibility of extension dependent upon funding and performance.
  • This is a fully remote position with occasional travel to attend meetings or events, including 2-4 All Staff meetings per year in the San Francisco Bay Area.
  • The candidate will determine their work schedule in collaboration with their supervisor. The individual hired is expected to be work during core business hours (9:00am - 2:00pm Pacific Time).

ESSENTIAL DUTIES & RESPONSIBILITIES include the following:

Substance Use Navigation Training & Technical Assistance

  • Serve as the primary internal lead for the implementation and management of Bridge's national training and technical assistance activities related to substance use navigation.
  • Translate strategies and priorities established by senior leadership into actionable training and technical assistance plans, activities, resources, and deliverables.
  • Under the direction of the National Program Director, lead the planning, development, coordination, and delivery of training and educational activities designed to strengthen the substance use navigation workforce.
  • Design, coordinate, facilitate, and continuously improve educational opportunities for substance use navigators (SUNs), such as learning collaboratives, communities of practice, lunch-and-learns, etc. This will include:
  • Developing agendas, learning objectives, session plans, facilitation approaches, and supporting materials for collaborative learning activities.
  • Identifying and coordinating Bridge staff, external presenters, and subject matter experts to contribute to learning collaborative sessions and other educational programming.
  • Fostering opportunities for SUNs to learn from one another and build professional connections across organizations, health systems, and geographic regions.
  • Provide individualized and group mentorship to SUNs participating in Bridge programming, drawing on direct experience providing substance use navigation in an emergency department or other low-barrier setting.
  • Identify common themes, challenges, and emerging needs surfaced through mentorship and collaborative activities and communicate those findings to Bridge leadership to inform future programming and resource development.
  • Assess the training and technical assistance needs of SUNs and participating organizations and identify appropriate strategies, resources, and subject matter experts to address those needs.
  • Provide technical assistance related to the development and implementation of effective substance use navigation programs, including navigator recruitment, onboarding and orientation, role development, team integration, skills building, patient engagement, community collaboration and referral, and other emerging needs.
  • Identify and disseminate promising practices, tools, resources, and emerging evidence relevant to substance use navigation.
  • Work collaboratively with Bridge staff and subject matter experts to ensure navigation programming reflects Bridge's low-barrier, harm reduction-centered approach to substance use care.
  • Participate in meetings with external partners and stakeholders and present on the role, value, implementation, and impact of substance use navigation as appropriate.
  • Represent the Bridge Center's navigation training and technical assistance work at meetings, trainings, conferences, and other events as requested.

Curriculum & Educational Resource Development

  • Under the direction of the National Program Director, lead and contribute to the development, adaptation, and ongoing improvement of training curricula and educational resources for SUNs and other audiences across the substance use and crisis care continuum.
  • Develop practical, accessible training materials and resources, including presentations, facilitator guides, implementation tools, job aids, resource guides, case examples, and other educational products.
  • Collaborate with Bridge clinical experts and other subject matter experts to translate clinical guidance and evidence into practical educational materials for navigators, crisis response professionals, and other nonclinical or multidisciplinary audiences.
  • Coordinate subject matter expert review of curricula and resources to ensure materials are accurate, relevant, consistent with Bridge's approach, and appropriate for the intended audience.
  • Support curriculum development across emerging Bridge priorities and settings, which may include substance use navigation, 988 and crisis response, MOUD implementation across the crisis continuum of care, and other areas identified by Bridge leadership.
  • Incorporate participant feedback, implementation experience, emerging evidence, and changes in the substance use care landscape into ongoing curriculum and resource improvements.

Project Management

  • Manage the day-to-day implementation of assigned navigation, training, technical assistance, and curriculum-development activities from planning through completion.
  • Develop and maintain project workplans, timelines, milestones, and deliverable trackers to ensure activities remain on schedule.
  • Support the collection and synthesis of participant feedback, program data, and lessons learned to inform continuous quality improvement and project reporting.
  • Collaborate across Bridge teams and projects to identify opportunities to share resources, align programming, reduce duplication, and strengthen the consistency of Bridge training and technical assistance.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum Qualifications

  • Five years of work experience, including one year of experience as a Substance Use Navigator, Patient Navigator, Peer Support Specialist, or other relevant position in a hospital emergency department or low-barrier treatment setting (e.g., community-based program, Federally Qualified Health Center, etc.).
  • Bachelor's degree, or high school diploma and an additional four years of relevant work experience, or associate's degree and an additional two years of relevant work experience.

Other Qualifications

  • Expertise in the areas of substance use navigation, overdose prevention, substance use treatment, community outreach, and behavioral health.
  • Demonstrated commitment to advancing social and racial justice.
  • Strong training and presentation skills, and ability to facilitate and engage small and large groups in dialogue and learning.
  • Experience with training and resource materials to support direct service providers.
  • Experience developing materials, including training curricula.
  • Understanding of adult learning principles and how to embed them in training programs.
  • Strong problem-solving skills.
  • Adaptable, flexible, and receptive to feedback.
  • Strong planning, organizational, and time management skills.
  • Proficiency in Google Suite, Word, Excel, and PowerPoint.
