- The USDA Digital Services Center provides shared Salesforce services to agencies across the Department. Salesforce Marketing Cloud is being added to that service catalog, and we are hiring the administrator who will run it day to day.
- This is a platform operations role, not a campaign marketing role. You will not be writing campaign copy or deciding who gets which message - agency communications teams own that. You will own the platform underneath them: the business units, the data, the automations, the integrations, the deliverability, and the monitoring that catches a problem before an agency's audience does.
- Marketing Cloud is unforgiving in ways the core Salesforce platform is not. A send cannot be recalled. There is no point-in-time restore. Automations fail quietly. The administrator who does this job well is methodical, checks before acting, and builds the guardrails that make the platform safe for the people using it.
Key Responsibilities
Platform and business unit administration
- Provision, configure and decommission business units; maintain naming standards, account settings, send classifications, sender profiles and delivery profiles
- Monitor entitlement consumption - contacts, super messages, storage and SMS credits - against contract, and flag projected overage early
- Track the tenant's Marketing Cloud instance on Salesforce Trust, assess release notes and maintenance windows, and communicate planned vendor maintenance ahead of scheduled sends
- Maintain the non-production business unit and the promotion path used to validate changes
User, access and security administration
- Provision, modify and remove users; assign roles and permissions at account and business unit level
- Enforce single sign-on (SAML) and multifactor authentication; restrict local accounts to break-glass and API use with documented justification
- Maintain session policy, IP allowlisting, installed packages and API integration users
- Run quarterly access recertification and produce the evidence federal audits require
Data, contacts and automation
- Create and govern data extensions, retention policies and archival; monitor storage utilization and data hygiene
- Author, tune and troubleshoot SQL query activities, including remediation of queries that exceed the platform runtime limit
- Monitor imports and file-drop automations, reconcile row counts, and triage partial or failed loads
- Maintain the contact model in Contact Builder - attribute sets, data relationships and subscriber key integrity
- Process and verify contact deletion requests, and keep preference and consent state in step with the agency system of record
Campaign operations support
- Troubleshoot sends; handle suppression, resends and exclusion logic
- Monitor Journey Builder and Automation Studio - entry source health, stuck contacts, schedule contention, errors and skipped activities - and remediate with root-cause analysis
- Maintain shared templates, content blocks and the asset library in Content Builder
- Verify CAN-SPAM footer, physical mailing address and unsubscribe integrity on every send configuration
- Support Cloud Pages, landing pages and preference centres
Deliverability and sender reputation
- Monitor bounce, complaint and unsubscribe rates against agreed thresholds and act when they move
- Watch for blocklisting and drive delisting when it occurs
- Maintain SPF, DKIM and DMARC alignment for USDA sending domains in coordination with USDA network and email security teams
- Support dedicated IP warming plans, throttling and send throughput planning
Integrations, credentials and certificates
- Monitor Marketing Cloud Connect health, connected-user mapping and synchronized data extensions
- Monitor REST and SOAP API integrations; rotate tokens, client secrets and SFTP keys on schedule
- Maintain Enhanced FTP accounts, encryption and file retention
- Track renewal of sending-domain, branded-link and Cloud Page certificates, and give advance notice before each expiry
Backup, monitoring and incident response
- Build and operate scheduled data extract automations writing to encrypted SFTP, and archive engagement history before it ages out of the platform
- Build and operate monitoring for automation and journey failures, send anomalies and platform limits - Marketing Cloud provides little native alerting, so this is constructed, not switched on
- Triage incidents by severity, contain first and diagnose second when a send is active, and produce post-incident reports for Priority High events
- Perform periodic restore testing against the documented recovery procedure
Development, reporting and service delivery
- Break/fix and minor enhancement work in AMPscript, Server-Side JavaScript, Guide Template Language and SQL, up to 40 hours per request
- Maintain email templates to Section 508 / WCAG 2.1 AA standards
- Build and maintain tracking reports, Data View extracts and engagement dashboards
- Work requests through the DSC Portal against defined service levels, and contribute to the monthly service report
- Lodge and manage Salesforce support cases and escalate through the DSC path
- Keep runbooks, the integration inventory and the configuration baseline current
Required Qualifications
- U.S. Citizenship, and the ability to obtain and maintain a USDA Public Trust (MBI)
- Bachelor's degree in a related field, or equivalent professional experience
- 3-5 years of hands-on Salesforce Marketing Cloud Engagement administration
- Demonstrated working knowledge of Email Studio, Journey Builder, Automation Studio, Content Builder and Contact Builder
- Working SQL - able to write, read and tune query activities against data extensions and Data Views
- Practical AMPscript experience; comfortable reading and modifying Server-Side JavaScript
- Experience administering users, roles and permissions in a multi-business-unit tenant
- Experience with data extension design, imports, file drops and SFTP-based data exchange
- Familiarity with email deliverability fundamentals - SPF, DKIM, DMARC, bounce and complaint handling, sender reputation
- Clear written communication; able to document what was changed, why, and what to do if it breaks
Preferred Qualifications
- Experience in a federal or other public sector environment, including ATO, FedRAMP or Section 508 obligations
- Marketing Cloud Connect experience joining a Salesforce core org to a Marketing Cloud tenant
- Experience in an Enterprise 2.0 multi-business-unit tenant serving several distinct organizations
- Experience building monitoring or alerting on a platform that provides little of it natively
- Exposure to Mobile Studio, Advertising Studio, Personalization, Intelligence (Datorama) or Data Cloud
- Experience with a Marketing Cloud metadata or deployment toolchain and source control
- Familiarity with ITIL-style incident, problem and change management
- MuleSoft or other middleware exposure where it feeds a marketing platform

Target Salary Range Compensation for roles at Synergy is determined by a variety of factors including, but not limited to, the requirements of the role; level of experience; education and certifications; the individual's combination of knowledge, skills, and abilities; as well as alignment with market data, federal and state laws, and other business and contract considerations. The estimated pay range for this position is: $102,298.00 - $146,140.00. The disclosed range has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. It is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case and represent just one component of Synergy's total compensation package for employees.
