HJF is seeking an ESS Active Directory Administrator to maintain data files and control procedures for a complex network system typically including multiple groups of computers and two or more servers or hosts. Designs, maintains and monitors Windows based systems and Citrix based application and desktop virtualization services supporting research and administrative activities under the direction of the Systems Engineer Manager who establishes and provides general guidelines and overall priorities. The ESS Active Directory Administrator works as a member of the team; follows internal priorities, work schedules and goals and uses his/her own initiative and sound judgment. Work is evaluated based on results achieved towards established goals and requirements, timeliness, application of sound business practice and efficient use of resources. This position will be in support of Office of CIO-CSD (Computer Support Department) at Uniformed Services University in Bethesda, MD. The Henry M. - Domain & Infrastructure Administration: Administer and maintain the Active Directory environment, including the configuration, implementation, and monitoring of Group Policy Objects (GPOs). Enforce security and compliance standards, manage user access permissions, and oversee the complete user account lifecycle, including provisioning, modifications, and deactivation. Provide day-to-day administration and operational oversight of the ESS domain, delivering domain-level support for the ESS environment. Maintain database access controls, monitor system performance and security, and ensure compliance of domain assets with organizational policies and standards.
- System Maintenance & Performance: Ensure high system availability, operational efficiency, and data integrity by proactively monitoring system health and promptly responding to outages, technical incidents, and performance issues. Provide domain-level technical support to the Electronic Security System Administrator/Manager (ESSAM) in the administration and management of the Electronic Security System (ESS). Support the integration, monitoring, configuration management, change management, documentation, and ongoing maintenance of ESS domain-level servers and systems to ensure reliable, secure, and compliant operations.
- Security & Access Optimization: Optimize and maintain secure remote access while administering security protocols for messaging infrastructure, databases, and web applications. Provide domain-level support for ESS databases, including backup and recovery, upgrades, maintenance, migration, performance tuning, and continuous monitoring. Collaborate and cross-train with other database administrators to ensure operational continuity and knowledge sharing. Audit, manage, and remediate user credentials and multi-factor authentication (MFA) across the ESS domain to maintain compliance with organizational security policies and standards.
- Management & Coordination: Collaborate with departmental leadership to plan, design, coordinate, and schedule software, hardware, and operating system updates to ensure system stability and operational readiness. Lead ESS domain operations related to the planning, development, and implementation of hardware and software solutions supporting ESS applications and systems. Oversee major hardware upgrades, storage and network infrastructure, data recovery and archival processes, and the integration of cloud computing, machine learning, and artificial intelligence technologies. Ensure all system enhancements and domain operations comply with Department of Defense (DoD) cybersecurity, security, and operational requirements.
- Documentation & Continuity: Develop, maintain, and update technical documentation, standard operating procedures (SOPs), system backup and recovery procedures, test plans, and operational reports to support system reliability and continuity of operations. Deploy, configure, administer, and provide ongoing support for file, print, identity, web, application, and security servers and associated services. Ensure documentation remains current and accurately reflects system configurations, operational processes, and continuity requirements to support compliance, maintenance, and disaster recovery objectives.
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role.
Education and Experience
- Associate's Degree required. Bachelor's Degree preferred.
- Minimum of 6-8 years' experience required.
Required Knowledge, Skills and Abilities
- Experience administering Microsoft Active Directory 2012R2/2019/2022 in a single domain, multi-sit, within a multi-domain agency.
- Expert demonstrated knowledge of active directory concepts, Windows server management, management of Group Policies, object management, and administration of DNS/WINS/DHCP.
- Understanding of DoD security best practices to be able to manage and monitor products, services, assets for security compliance.
- Experience administering Azure Active Directory services.
- Knowledge of Security Assertion Markup Language (SAML) and Open Authorization (OAuth).
- Familiarity with Microsoft PowerShell scripting.
- Ability to produce technical documentation and to provide technical briefings.
- This position may require U.S. Citizenship and the ability to obtain and maintain a T3/Secret Clearance.

Compensation
- The hourly pay range for this position is $32.45-$50.48. Actual hourly pay will be determined based on experience, education, etc.
