Special Note
This is a full-time, overtime exempt position on the Olympia campus of The Evergreen State College. This position is an "at-will" appointment, exempt from Washington State Civil Service rules and the Fair Labor Standards Act overtime requirements.
Position Purpose
This position reports to the Vice President for Finance and Administration and is responsible for the overall direction, vision, leadership, and management of the Facilities Services department which includes the maintenance of the physical plant and grounds, including all buildings, repairs, minor remodeling, energy generation and management systems, and custodial services; the planning of all facilities, including engineering, architectural design, drafting and estimating services, as well as construction coordination; the administration of the Facilities Services department, including personnel, budget, accounting, environmental health and safety, key services, contract administration, space scheduling and management, and the development of capital and operating budget requests and the management of budget allocation expenditures.
Nature and Scope
This position is responsible for the Facilities Services department which includes Facilities/Grounds Maintenance, Student Housing Facilities Services, Building Services, Environmental Health and Safety, Facilities Administrative and Budget Support, Project Management, Key Issues and Access Control, and Scheduling/Space Management.
Essential Functions

  • Provide overall direction and management of the Facilities Services department in a manner that is consistent with the overall mission, goals, and objectives of the college.
  • Prepare long-range strategic facilities plans that are consistent with the college Master Plan and Long-Range Strategic Plan.
  • Prepare operating and capital budget requests for the College's Board of Trustees and State Legislature; administer and control budgets allocated to facilities in a manner that assures compliance with college and legislative intent, public works laws, and purchasing and contracting statutes.
  • Serve as the appointing authority for all Facilities Services personnel matters related to hiring, management, and discipline.
  • Assess, develop, recommend, and implement policies and procedures related to facilities.
  • Partner with the Center for Climate Action and Sustainability, Residential and Dining Services, and external groups to achieve continued progress towards a greener campus and ensure the college's sustainability goals are met, including the investigation of alternative energy sources, waste stream management, and building to LEED standards.
  • Direct the administration of consultant agreements and construction contracts and as required, negotiate related fees and construction costs for capital projects.
  • Work with Project Managers to ensure the planning and construction of capital projects is accomplished in an effective, efficient manner.
  • Assess current and future needs for staffing, goods and services, equipment, physical plant maintenance, renewal and adaptation, and update the facilities Long-Range Strategic Plan as needed.
  • Oversee the college's environmental, health, safety, and emergency management programs and ensure compliance with applicable codes and regulations.
  • Coordinate with external stakeholders for college facilities and public works contracting, such as the Office of Minority and Women's Business Enterprises, Department of Enterprise Services, Labor & Industries, etc.
  • Liaison with the Department of Enterprise Services, Office of Financial Management, state legislature, Council of Presidents, and other county, city, and state agencies, as needed.
  • Represent the college at various local and state government and community meetings and hearings.
  • Promote diversity, equity, and inclusion in all phases of the work.
  • Ensure effective consultation with appropriate stakeholders in the development and implementation of Facilities Services policies, procedures, and projects.
  • Serve as co-chair for the Space and Land Use Group.
  • Work with planning committees for major remodeling projects and new construction by providing guidance on project development, scheduling, and budgeting.
  • Ensure suspended operations planning and roles are clearly communicated with staff in the department prior to suspended operations events.
  • Prepare special reports and complete projects as assigned by the Vice President for Finance and Administration.

Minimum Qualifications

  • Bachelor's degree in construction, management, engineering, architecture, or related field.
  • Experience with LEED standards and/or LEED certification.
  • Five years of progressively responsible facilities planning and management experience, including at least three years of senior level management in an organization with multiple departments and functions, including supervision and personnel management.

Desired Qualifications

  • Master's degree in construction, management, engineering, architecture, or related field.
  • Experiencing managing state government capital budget processes and issues, familiarity with the legislative process.
  • Experience with the construction and operation of green buildings and sustainable building practices.
  • Professional registration as an engineer or architect or certification from BOMA, IFMA, USGBC, or APPA.

Conditions of Employment

  • Must provide proof of identity and employment eligibility within three days of beginning work.
