Job Summary Responsible for the development and management of complex, multi-year fixed price, time and materials, labor hours and cost-type D&D Commercial purchase agreements (subcontracts) requiring ongoing oversight and administration of contract terms and conditions. Collaborates closely with Program Management, Engineering, Operations, Finance, and Quality. Manages the D&D Commercial Procurement group. Job Description/Tasks/Responsibilities
- Develops and produces complex purchase agreement documentation such as: request for proposals/quotations, subcontracts, purchase orders, basic ordering agreements and their respective modifications and sourcing justifications.
- Evaluates pricing proposals/quotations, determines offer responsiveness, and eligibility for award and conducts evaluation team discussions and subcontractor negotiations.
- Maintains accurate and complete procurement files in accordance with EnergySolutions' procurement policies and procedures.
- Reviews and processes purchase requisitions.
- Coordinates supplier invoicing and payments with accounting and finance department.
- Ensures cost or price analyses are conducted and adequately documented to ensure fair and reasonable prices.
- Closeout of subcontracts in accordance with company procedures.
- Administers purchase agreements of large scope and complexity.
- Coordinates, develops and produces procurement documentation including procurement plans, source selection plans and evaluation criteria, agreements, data submittal requirements and proposal preparation instructions.
- Project Procurement and Subcontracts Plan Development.
- Subcontract Development, Line Item Structure and Subcontract Payment Schedule Development.
- Advises Project Managers (PM's) and Requestors on compliance matters and recommends actions necessary to avoid serious procurement / subcontract issues.
- Successfully works across organizational boundaries to deliver business goals and objectives.
- Frequently interfaces with Subcontractors or Suppliers, Quality Assurance (QA), External Auditors, Internal Program/Project Managers, Legal, Accounting, Finance, HR and others.
- Manages Procurement Staff to: Ensure Compliance with Department Goals, Objectives and Procedures, Conducts Compliance Audits of Subcontracts, Provides Training, Conducts Annual Performance Reviews, Mentors, Coaches and Provides Feedback.
- Performs other duties as assigned.
