Position Summary

The Master Scheduler initiates, integrates, and oversees the production of OTECH schedules. Schedule inputs are self-generated as well as provided by both internal and external sources. The candidate will be responsible for all aspects of creating and maintaining a resource loaded Integrated Master Schedule (IMS) to provide the basis for the Earned Value Management System (EVMS) time phased budget and estimate to complete cost data for projects. In depth IMS project skill will be required to facilitate meetings and work one-on-one to ascertain project activities, resources, requirements, predecessors, successors, impacts, milestones, etc. They will construct and maintain the plan daily, run reports, and generate various views in MS Project and/or Primavera P6 and supervise the work of other schedulers.

Duties & Responsibilities

ESSENTIAL

* Responsible for applying scheduling theory to develop and maintain a resource loaded IMS as the basis for the EVMS in compliance with EVM standard EIA-748 and best practices as in the Planning and Scheduling Excellence Guide (PASEG).
* Strong communications skills with the ability to work with other functional areas to identify and maintain all schedule tasks and dependencies.
* Implement program scheduling business rhythms; developing baseline schedules and associated artifacts to meet contractual/project requirements; and monitoring, analyzing, and reporting performance against baseline schedules.
* Produce earned value management (EVM) reporting on project status, including schedule performance and cost performance index.
* In conjunction with the Project Manager, and with input from the cross-functional team, generate, publish, and maintain an accurate Master Schedule, using MS Project or Primavera P6, showing the tasks and resources required to deliver on-time per customer requirements and milestones.
* Work closely with multiple industry and government performers to develop detailed schedules and keep schedules current and seamlessly integrated into the Master Schedule.
* Develop and maintain linkages, dependencies, and inter-dependencies with related projects.
* Ensure internal and external dependencies are documented and tracked for risk management.
* Identify major milestones, decision points, project life cycle, and other project events.
* Identify critical path and task dependencies.
* Set and maintain the baseline schedule and track all changes to the baselined schedule on a weekly basis.
* Perform 'what if' scenarios within the schedule.
* Develop schedule version control processes, policies, and procedures and ensure they are followed during the development and maintenance of schedules.
* Perform schedule estimating through elicitation from team members and other stakeholders to capture estimations of new work, updated actuals, and remaining work.
* Champion and support continuous Risk Mitigation and Issue Management through schedule analysis.
* Create schedules for new projects during proposal periods.
* Schedule maintenance activities as required to provide regular inputs to OTECH monthly corporate reporting.
* Regularly coordinate with other departments, including Business Development, Engineering, and Manufacturing, and other Project Management personnel.
* Organize working meetings with Project Managers to detail work breakdown structure (WBS) tasks and forecast resources with budget allocations.
* Travel may be required to project sites, vendor locations, or customer locations (approximately one week per quarter).
* Additional duties as assigned.

Qualifications

REQUIRED

* Bachelor's degree and 8+ years of prior relevant experience.
* Strong understanding of scheduling theory and related best-practices and IMS architecture.
* Superb analytical and problem-solving skills, with experience scheduling large, complex DOD projects in an integrated project environment.
* Ability to adhere to Oceaneering safety standards.
* Advanced expertise using Microsoft Project
* Advanced experience with Primavera P6.
* Proven ability to work well within a team/collaborative environment.
* Excellent organizational skills, attention to detail, and communications skills with the ability to successfully interact with internal and external customers as well as co-workers at every level.
* Knowledge of System Engineering processes.
* Ability to obtain Top Secret security clearance.

DESIRED

* Masters with years of prior relevant experience.
* Prior experience working on large US Navy initiatives.
* Program Management Professional (PMP) certification.
* Scheduling Professional (SP) certification.
* Experience using tools like Microsoft Project Web App (PWA), Structured Solutions Inc. (SSI) Tools for Microsoft Project, Deltek Cobra, Deltek Costpoint, and other Scheduling and EVMS tools.
* Advanced Excel skill set including Power BI, pivot tables, macros, lookup tables.
* Experience with Oracle PeopleSoft.
* Experience with Risk Analysis and mitigation strategies.

Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.
